Project To Improve Highway On & Off Ramp Intersections, Pedestrian Accessibility And County Road Interstections Near V.A. Clinic
San Joaquin County – Caltrans will soon begin construction of the Interstate 5 Mathews Road Interchange Improvement Project that will help mitigate current and projected traffic impacts associated with the recently-opened Richard A. Pittman Veterans’ Administration outpatient clinic and living center located in French Camp.
The project proposes to install interconnected traffic signals at four intersections, modify sidewalks to meet Americans with Disabilities Act (ADA) standards, and modify turn lanes to accommodate Surface Transportation Assistance Act (STAA) trucks and projected traffic volumes.

Modifications will be performed at the following intersections:
- Two northbound and southbound on/off-ramp intersections at I-5 & Mathews Road
- Two county road intersections at Mathews Road/Manthey Road and at Mathews Road/El Dorado Street.
This $14.45 million project is entirely sponsored by the Department of Veteran Affairs (VA) under the VA Appropriations for Major Construction from the Veterans Health Administration (VHA) National Capital Assets Realignment for Enhanced Services (CARES) Plan.
Work will be performed by Pacific Infrastructure Constructors, Inc. (Vacaville, CA) and is scheduled for 130 working days beginning October 16, 2026, with completion expected in April 2027.
Required Highway And Road Closures:
- The majority of work will occur during nighttime hours, (Sunday nights through Thursday nights, from 9:00 p.m. until 6:00 a.m.)
- Full on/off-ramp closures on northbound and southbound I-5 at Mathews Road will be required.
- Overnight closures will be required on Mathews Road, Manthey Road and at El Dorado Street. Daytime shoulder closures will occur from 8:00 a.m. until 4:00 p/m.
- Caltrans will utilize roadside and portable changeable message signs alerting motorists of the closures and potential delays, which are expected to be approximately 10-15 minutes.
