Hilmar Complete Streets and Drainage Project
Project Description
The Hilmar Complete Streets and Drainage Project proposes to construct complete streets on State Route (SR) 165 and address flooding issues at SR 165 and August Avenue (Ave) in the City of Hilmar. The scope of work includes installing Class II bike lanes, new sidewalks, high visibility crosswalk enhancements, Americans with Disabilities (ADA) curb ramps at various locations, new culverts, abandoning/removing existing culverts, inlets, stormwater lift station, and a retention basin. Construction of the project may require utility relocation and a detour. The project will require installation of the Traffic Census Stations and Loop placement near Bloss Ave and August Ave.
Project Benefits
Purpose
The purpose of this project is to improve mobility, improve pedestrian crosswalk and address stormwater flooding issue along the project pathway.
Need
The need of the project is to improve mobility for all users and to construct a retention basin for stormwater management on SR 165 to bring the corridor up to standard in compliance with ADA.

Funding Source
The project was programming in the 2024 State Highway Operations and Protection Program (SHOPP) in the 201.400 Complete Streets Program. The project will target Ready-to-List in the 2028/29 fiscal year.
Project Status
In PA&ED. Environmental studies are ongoing.
