Sabrina Watts-Jefferson is the Acting Assistant Director of the Office of Civil Rights.  Sabrina is responsible for managing the Disadvantaged Business Enterprise, Disabled Veteran Business Enterprise, Small Business and External Equal Employment Opportunity programs.  The programs include Supportive Services, Certification, Reconsiderations, Title VI, Contract Compliance, Contract Evaluations, and American Disabilities Act.  This position ensures that the Department is in compliance with all Federal Regulations and State Laws associated with the programs. Sabrina remains committed to continuing partnering efforts with both internal and external stakeholders to highlight successes, address challenges and eliminate barriers to meeting the goals and objectives of both small and disadvantaged business programs.   

Sabrina has been with Caltrans for over 25 years and where she has served as the Office Chief for the Workplace Violence Prevention Program, Office Chief of IT’s Workforce Development and Training, and served as Caltrans Acting Chief of Staff where she contributed to the development of the 2015 – 2020 Strategic Management Plan.  She served in several positions throughout Caltrans gaining valuable management, community partnering, and leadership skills.

Sabrina served as the 2019 California Transportation Agency Executive Team Leader for the Our Promise Campaign. She worked with eight CalSTA department Chairpersons. As a result of her leadership and hard work, Sabrina received the 2019 statewide Our Promise Volunteer of the Year award.

Sabrina took a leave of absence from Caltrans to work for the Associate General Contractors of California as their Director of Workforce Development, Education and Training, and Small Business Liaison.  She worked with prime and small business contractors, apprenticeship and pre-apprenticeship construction career trades programs.

Sabrina holds a bachelor’s degree from Golden Gate University.  She enjoys visiting beaches, dancing, traveling, spending time with her family and community service projects.
