Baseline Agreement Instructions

For each SB 1 Project the following items are needed:

1. Complete a Baseline Agreement Template (PDF) 
2. Caltrans projects only. Baseline Agreement Route Slip for Director's Signature Baseline Agreement Route Slip for Director's Signature
3. Attachments to Baseline:
   1. Exhibit A: Project Programming Request (PPR) for ATP, LPP, SCCP, and TCEP projects or a PPR Equivalent for SHOPP projects that is consistent with the CTC Approved Project Details.
   2. Exhibit B: Project Report.
   3. Exhibit C: Original Application Submittal.
