State Management Plan
The 2026 State Management Plan is a Federal Transit Administration (FTA) required document that provides for the administration and implementation of programs and policies of the FTA programs in California.
The 2026 document has an additional two updates. The first is on page 9 adding the new California Transit Advisory Committee (CALTAC) and the second is on page 25 defining Caltrans as a Statewide Mobility Manager.
