Transportation Infrastructure Finance and Innovation Act Distribution
Overview
On March 10, 2025, FHWA issued Notice N4510.900 “Fiscal Year (FY) 2025 Redistribution of Transportation Infrastructure Finance and Innovation Act (TIFIA) Program Funds.” This Notice redistributed $1,800,000,000 of additional apportionment to the States pursuant to section 2103 of the Fiscally Responsible Highway Funding Act of 2024 (FRHFA). The redistributed apportionment is to be used for Surface Transportation Block Grant Program (STBGP) and Transportation Alternative Program (TAP) eligible projects. California received a total of $166.8M of additional apportionment with $150.7M for STBGP eligible projects and $16.1M for TAP eligible projects. The apportionments are available for four years and will lapse on September 30, 2028.
On August 4, 2025, FHWA issued Notice N4510.904 “Fiscal Year (FY) 2025 Redistribution of Additional Transportation Infrastructure Finance and Innovation Act (TIFIA) Program Funds.” This notice did not release additional apportionment to the States pursuant to section 2104 of the FRHFA.
On May 15, 2026, FHWA issued Notice N4510.914 “Fiscal Year (FY) 2026 Redistribution of Transportation Infrastructure Finance and Innovation Act (TIFIA) Program Funds.” This notice distributed $55,400,000 of additional apportionment to the States pursuant to section 2105 of the FRHFA. The distributed apportionment is to be used for STBGP and TAP eligible projects. California received a total of $5.1M of additional apportionment with $4.6M for STBGP eligible projects and $495K for TAP eligible projects. The apportionments are available for four years and will lapse on September 30, 2029.
There was no additional formula OA provided with the apportionments and obligation of TIFIA apportionments for STBGP eligible projects will utilize regional formula OA.
