DBE Goal Setting

The Disadvantaged Business Enterprise (DBE) overall goal setting methodology is a requirement set forth in the U.S. DOT DBE regulations at 49 CFR Part 26.45. The DBE regulations require U.S. DOT recipients to set an overall goal for DBE participation in federally funded projects. The DBE contract goal is set by reviewing the type of project elements of work to be performed, time frame, geographical location, and available DBE firms. Below are resources to help agencies determine the correct DBE goal for any given project.
