Federal Lands Access Program (FLAP)

FLAP 2020

Background

The Federal Lands Access Program (FLAP), established by the Moving Ahead for Progress in the 21st Century Act (MAP-21), provides funds for projects providing access to Federal lands and transportation facilities located on, or adjacent to, Federal owned lands.  The program’s goal is to improve transportation facilities associated with Federal lands, favoring locations with high recreation use and projects that result in a sizable economic benefit.  The FLAP is designed to provide flexibility for a wide range of transportation projects.  The intent of this program is to supplement State and local funding resources.
