Legislature Reports

The California State Legislature passed Assembly Bills 1039, 2650, and 892 to provide California with a waiver of its 11th amendment U.S. Constitutional right. These limited waivers were codified in Section 820.1(d)(1) of the California Streets and Highways Code. These bills required Caltrans to prepare reports that evaluated time savings related to NEPA Assignment.
