Optional Methods of Entry
The internet Extra Work Bill (iEWB) system provides two options for getting extra work bill information electronically to the Caltrans construction resident engineer. The first method, online data input, involves construction contractors using a web-based application to input extra work bill information directly into the iEWB system. The second alternative, file transfer protocol (FTP), provides construction contractors with a way to transfer electronic versions of extra work bill data files to an FTP server where the bills are processed and loaded into the iEWB system.
The following section compares these two methods of sending extra work bill information to the resident engineer for approval and payment. Construction contractors can use one or both methods. However, each construction contractor will have an opportunity to decide which option works better for their company. The following information is provided to make the choice easier
On-line Data Input Option:
The primary method for the majority of construction contractors entering extra work bill data into the iEWB system is through web-based online data input. This method enables any contractor with a computer, web-browser, and internet access to enter extra work bill information directly into the system using an input screen. iEWB data entered and validated is automatically forwarded to the appropriate resident engineer for review and approval.

File Transfer Protocol Option:
FTP is primarily designed for contractors with existing in-house extra work billing systems. It provides a way to transfer electronic versions of extra work bill data to an FTP server where the bills are processed and loaded into the iEWB system. Once the bills have been loaded, they will be accessible to contractors for review using the online application. If a format error occurs, an electronic error report will be generated and sent to the contractor’s FTP data directory for their review and correction.
To use the file transfer protocol option, Caltrans contractors must be certified for FTP submission. To start this certification process the contractor completes form CEM-4905, "Contractor Authorization To Using iEWB System", marking the FTP option and mails, faxes, or emails completed form to the appropriate District iEWB Administrator. If your company does not have an existing FTP account, your district iEWB Administrator will inform the iEWB HQ Administrator, and the certification process will begin. Note: Only prime contractors can submit extra work bills using FTP. If a prime contractor is not using FTP submission, then the subcontractor may not submit extra work bills using FTP.
