Instructions for Filling Out On-Line Forms

The following official forms are used by Caltrans personnel while administering construction projects. They are also used by contractors, subcontractors, and suppliers to meet contract requirements. 

Caltrans Electronic Forms System (CEFS) requires a specific plug-in that makes the PDF documents dynamic (enables expanding and scripting features).

Microsoft Edge Settings:

  1. Go to the Microsoft Edge settings and select "Cookies and site permissions."
  2. Under "Site permissions," click on "PDF documents."
  3. Turn on "Always download PDF files." Note: You may need to restart Edge (close and open the browser) to see results. 

Windows Settings:

  1. In the Start menu type in "Default apps."
  2. Open the "Default apps" page and go to "Choose default apps by file type."
  3. Scroll down to ".pdf" and change the default to "Adobe Acrobat DC" or "Adobe Acrobat Reader DC" (whichever is listed on computer).
