INYO AND MONO COUNTIES — Caltrans will replace more than 50 lane miles of State Route 89 in Mono County and U.S. Highway 395 in the counties of Mono and Inyo, due to funds from Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017.
"Many motorists use the highways to visit the Mammoth Lakes area and US-395 is a major California-Nevada freight route. The highways endure a lot of wear and tear, especially during the winter, when the snow deteriorates the roadways. This project is important to the region because crews will make repairs that will provide a safer and smoother commute for motorists."
The highways are used daily by more than 9,400 motorists, and more than 1,500 truckers use the roadways per day.
"This SB 1 funded project will preserve the pavement surface for up to 10 years, reducing cracking and potholes, which saves the taxpayers money in the long run. Preserving the road surface along U.S. Highway 395 and State Route 89 now is essential for our residents, trucks delivering goods, and tourists who come to visit the magnificent Eastern Sierra."
The sealant used on this preventative maintenance project has been shown to significantly extend the service lives of bridge decks.
The $1.9 million project has been awarded to American Pavement Systems, Inc. of Modesto, California. Crews will fill potholes, repair and replace various sections of northbound US-395 north of Gorge Road in Inyo County, SR-89 from US-395/SR-89 Intersection to south of Big Springs Road in Mono County, northbound US-395 from the Inyo/Mono County line to Forest Road in Mono County, US-395 from Rock Creek Road to south of South Landing Road in Mono County, and US-395 from Mono Inn Drive to south of Lundy Lake Road in Mono County. The project will restore the roadways to improve traffic safety.
Work is scheduled Monday through Thursday from 6:00 a.m. to 8:00 p.m., and Fridays from 6:00 a.m. to 4:00 p.m. Motorists should expect the following delays while traveling in the areas below:
- State Route 89: expect up to 20 minute delays.
- Swall Meadows area: one lane in each direction will be open for traffic, with minimal delays.
- US-395 near Mono City: expect up to 20 minute delays.
- US-395 near Tom’s Place: one lane in each direction will be open for traffic, with minimal delays.
Work began June 22 and crews will begin restriping the roadways starting July 11. Motorists are encouraged to plan ahead, use alternate routes, and Be Work Zone Alert.

SB 1 provides an ongoing funding increase of approximately $1.8 billion annually for the maintenance and rehabilitation of the state highway system. SB 1 funds will enable Caltrans to fix more than 17,000 lane miles of pavement, 500 bridges and 55,000 culverts by 2027.
