District 12: Nearly $3.4 Billion in Transportation Projects to Be Accelerated

SACRAMENTO — Caltrans added nearly 1,200 lane miles of pavement repair and 66 bridges to its growing list of projects to be delivered sooner than planned thanks to the imminent influx of revenue from the Road Repair and Accountability Act of 2017 (SB 1), the transportation funding and reform package passed in April. To date, Caltrans has now expedited nearly $5 billion in "fix-it-first" projects since the spring.

This latest approval of 90 major "fix-it-first" transportation projects, worth nearly $3.4 billion, are part of a list Caltrans submitted to the California Transportation Commission (CTC) that was voted on at the Commission's October meeting.

Improvements to be made by these projects include:

  • improving or replacing 66 bridges
  • rehabilitating nearly 1,200 lane miles of pavement on highways across the state
  • repairing more than 300 culverts and drainage systems
  • and installing nearly 2,400 elements that are part of traffic management systems that help manage traffic and reduce congestion.

Among the projects that received funding allocations were:

  • A $24.1 million project to upgrade traffic signals, curb ramps and upgrade drainage on State Route 1 from Crystal Heights Drive to First Street in Orange County.
  • A $17.1 million pavement preservation project to upgrade curb ramps and improve 14.9 lane miles on State Route 1 from Warner Avenue to the Orange/Los Angeles County Line.
  • A $4.9 million drainage project to repair concrete panels in channel slope at the Segunda Deshecha Channel on the northbound side of the Avenida Pico off-ramp in the city of San Clemente.
  • A $4.6 million drainage project to replace flood damaged sections of curb and gutters, repair drainage systems, upgrade sidewalk and curb ramps on State Route 39 from Auto Center Drive to Craig Avenue in the city of Buena Park in Orange County.
  • A $12.3 million pavement preservation project to replace roadways signs and improve 11.7 lane miles on State Route 90 from Harbor Boulevard to Randolph Avenue near the city of Brea in Orange County.
  • A $10.4 million traffic management systems project will replace traffic monitoring field elements at various locations on Interstate 5 from the San Diego Freeway Overpass to Stanton Avenue, on State Route 22 from the Orange/Los Angeles County line to west of South Bedford Road in Orange County, on SR-55 from Victoria Street to north of Lincoln Avenue, on SR-57 from West La Veta Avenue to north of Tonner Canyon Road, on SR-73 from Greenwood Drive to SR-73/I-405 Interchange, on SR-91 from SR-91/I-5 Interchange in Orange County to north of the Orange/Riverside County line, on SR-133 from north of Barranca Parkway to the SR-133 split, on SR-261 at Walnut Avenue, on I-405 from south of Irvine Center Drive to I-405/SR-22 Interchange and on I-605 at the Orange/Los Angeles County line.

The projects authorized today come on the heels of more than $285 million in accelerated existing highway repair projects announced earlier in July, and nearly $901 million in "fix-it-first" projects in August.

SB 1 provides an ongoing funding increase of approximately $1.8 billion annually for the maintenance and rehabilitation of the state highway system, including $400 million specifically for bridges and culverts. SB 1 funds will enable Caltrans to fix more than 17,000 lane miles of pavement, 500 bridges and 55,000 culverts by 2027. Caltrans will also fix 7,700 traffic operating systems, like ramp meters, traffic cameras and electric highway message boards that help reduce highway congestion.
