Traffic Advisory for the Week of 11/17/2025 to 11/21/2025

EASTERN KERN, INYO, and MONO COUNTIES - The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of November 17 – November 21.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

  • East Kern 58 Striping OperationOn State Route 58, there will be intermittent closures in multiple areas while road crews restripe the roadway Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays. The following locations will be impacted:
    • Tucker Road Exit (State Route 202)
    • Mill Street Exit
    • Summit Bridge Exit,
    • Boron Avenue Exit

Inyo County

  • Barlow Utility WorkOn U.S. 395 from Pa Ha Lane to Barlow Lane, there will be intermittent road closures while utility crews cover wire on Monday from 8:00 am to 4:00 pm. One lane will close in each direction. Drivers may experience brief delays.

Mono County

  • Mono 395 Striping OperationOn U.S. 395 just north of Mammoth Lakes, there will be intermittent closures in multiple areas while road crews restripe the roadway Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays. The following locations will be impacted:
    • Sawmill Cutoff Road to Crestview Rest Area
    • Crowley Lake Drive Exit
    • Junction 203

Ongoing Traffic Impacts 

Inyo County

  • Meadow Farms ADA Project Construction crews are nearing the end of work on southbound U.S. 395 between Barlow Lane and Tu Su Lane. Starting next Wednesday or Thursday, depending on weather, work will move to northbound U.S. 395 between See Vee Lane and the bridge. The northbound outside lane and shoulder will close, though all driveways will remain accessible. Once equipment has moved to the next section of the project, most of the southbound lane closure between Barlow Lane and See Vee Lane will lift. Bridge work over Bishop Creek will continue through the rest of the year. Work is scheduled Monday through Friday from 6:00 am to 8:00 pm. Drivers may experience brief delays.
  • Bishop Pavement Project – Construction on southbound U.S. 395 between State Route 168 W (W. Line Street) and just south of Lagoon Street will wrap up by Wednesday or Thursday. Once equipment has moved from the area, the sidewalk and driveways will reopen. Access to Lagoon Street from U.S. 395 will also be restored. Crews will then start on the next work area on northbound U.S. 395 between Grove Street and Bishop Creek in Bishop City Park. When construction begins in this area, the sidewalk, shoulder, and outside lane will close. East Elm Street will also be inaccessible from U.S. 395 and drivers will need to use E. Pine Street as a detour. On North Sierra Highway between Wye Road and See Vee Lane, traffic is in the southbound lanes to allow for the installation of new culverts on the northbound side of the highway. This traffic configuration is expected to remain in place until mid-December. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience brief delays.
  • Fish Springs Pavement Project One northbound lane south of Big Pine will remain closed next week as crews stripe the highway and install signs, rumble strips, and guideposts. In town, drivers may encounter brief lane closures as crews work on the sidewalks, pedestrian islands, and utilities. The speed limit is 25 mph in Big Pine and 55 mph south of town. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays.
  • Olancha-Cartago 4-Lane Project – On U.S. 395, from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.

Mono County

  • Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews are installing electrical infrastructure at the Tom’s Place intersection. There will be intermittent lane closures and drivers may experience brief delays. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Meadow Farms ADA Project received $13.56 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
