Traffic Advisory for the Week of July 21, 2025
EASTERN KERN, INYO, and MONO COUNTIES - The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of July 21 – July 25.
Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
New Traffic Impacts
Mono County
- State Route 120 CIR Project – In the following locations on State Route 120 E between Lee Vining and Benton, crews will perform cold in-place recycling of the asphalt:
- Near Baxters Road,
- From Black Lake Road to two miles north.
Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. There will be one-way traffic control, and drivers may experience 20-minute delays. The speed limit is reduced to 45 mph outside of work hours.
Bridgeport Valley Pole Replacement – On U.S. 395 from State Route 270 (Bodie Road) to Green Creek Road, utility crews will replace poles on Wednesday from 7:00 am to 5:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.
Coleville Utility Work – On U.S. 395 from Larson Lane to State Route 89 (Monitor Pass), utility crews will maintain poles Tuesday through Friday from 7:00 am to 5:00 pm. There will be intermittent one-way traffic control, and drivers may experience 20-minute delays.
San Bernardino County (District 9 maintains State Route 178 E in San Bernardino County in coordination with District 8)
- Trona Road Utility Work – On State Route 178 E from about 11 miles east of the San Bernardino County line to just east of Trona Road, utility crews will replace poles on Thursday from 7:00 am to 6:00 pm. There will be one-way traffic control, and drivers may experience 20-minute delays.
Ongoing Traffic Impacts
Inyo County
- Olancha-Cartago 4-Lane Project – On U.S. 395 from Crystal Geyser Road to the northern end of the project, there will be intermittent lane closures as crews pave the lanes in both directions. The inside southbound lane is closed between the northern end of the project and just south of Crystal Geyser Road. The speed limit remains 55 mph through the project area.
- Bishop Pavement Project – Crews will begin sidewalk construction on U.S. 395 from the southwest corner of State Route 168 W (W. Line Street) to just south of Lagoon Street on Monday. Southbound traffic will shift to one lane beginning at Church Street. Southbound U.S. 395 from Mandich Street to South Street will reopen once construction relocates, while the northbound outside lane and shoulder outside the Caltrans District 9 office will remain closed. Construction is ongoing from See Vee Lane to Wye Road. The southbound outside lane, sidewalk and shoulder in each of these locations are closed during construction. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Access to Lagoon Street will be unavailable from U.S. 395, but detours are available. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm, and drivers may experience brief delays.
- Meadow Farms ADA Project – On U.S. 395 from Barlow Lane to See Vee Lane in Bishop, crews are clearing and grubbing the land in preparation for multi-use paths on both sides of the highway and performing drainage work. The southbound outside lane and shoulder between Tu-Su Lane and See Vee Lane are closed until further notice. The northbound outside lane and shoulder from the Bishop Highlands RV Park to See Vee Lane will close temporarily for tree work. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. One lane in each direction will remain open at all times, and drivers may experience brief delays. Businesses will remain accessible during construction.
- Fish Springs Pavement Project - On U.S. 395 through the town of Big Pine, construction crews will continue paving the highway. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. The speed limit is reduced to 25 mph through town and traffic is limited to one lane in each direction. Drivers may experience brief delays.
Mono County
- Sonora Junction Shoulders Project – On U.S. 395 from Burcham Flat Road to State Route 108 north of Bridgeport, crews continue constructing wildlife fencing and performing erosion control Monday through Friday from 7:00 am to 6:00 pm. There will be one-way traffic control, and drivers may experience 20-minute delays.
- Rock Creek Pavement Project – On U.S. 395 from just north of Lower Rock Creek Road to 1.3 miles south of South Landing Drive near the community of Crowley Lake, the northbound outside lane has reopened to traffic. Crews will pave Upper Rock Creek Road, Owens Gorge Road and the middle of the Tom’s Place intersection on Monday. There will be flaggers to direct traffic and drivers may experience 20-minute delays. Businesses in Tom’s Place remain accessible. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. - Mammoth Tree Work – On U.S. 395 from State Route 203 to the Crestview Safety Roadside Rest Area near the town of Mammoth Lakes, the shoulders and median remain closed while crews trim trees Monday through Friday from 7:00 am to 5:00 pm. Drivers may experience brief delays.
- Walker Bicyclist Safety Improvements – On U.S. 395 from Eastside Lane to just north of Hackney Drive in Walker, crews are restriping the pavement to enhance bicyclist safety. There will be one-way traffic control on the northern end of the project and intermittent traffic shifts, and drivers may experience brief delays. Work is scheduled Monday through Friday from 7:00 am to 5:00 pm.
The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Sonora Junction Shoulders Project received $16.8 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
