Traffic Advisory for the Week of July 7, 2025

EASTERN KERN, INYO, and MONO COUNTIES - The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of July 7 – July 11.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

  • Ridgecrest Sewer Work – On State Route 178 E from Coso Avenue to Ridgecrest Boulevard, utility crews continue to tie in sewer lines Monday through Thursday from 7:00 am to 5:00 pm. There will be intermittent lane closures and drivers may experience brief delays.
  • Drummond Avenue Closure – On State Route 178 E in Ridgecrest, the left turn lane onto Drummond Avenue will be closed while the city paves the street. Work is scheduled Monday through Friday from 7:00 am to 5:00 pm and detours will be available.
  • Inyokern Shoulder Work – On State Route 178 E from U.S. 395 to Third Street, crews will work in the westbound shoulder Tuesday through Thursday from 7:00 am to 5:00 pm.

Inyo County

  • Meadow Farms ADA Project – On U.S. 395 from Barlow Lane to See Vee Lane in Bishop, crews will begin by clearing and grubbing the land in preparation for multi-use paths on both sides of the highway and performing drainage work. The southbound outside lane and shoulder will close until further notice. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. One lane in each direction will remain open at all times and drivers may experience brief delays. Businesses will remain open and accessible through construction.
  • Division Creek Census Project Closure – The Division Creek Safety Roadside Rest Area located north of Independence will close as part of the North District Traffic Census Project (see below). The closure is expected to happen Monday, Tuesday, or Wednesday, depending on when crews reach the rest area portion of the project. Drivers are encouraged to use facilities north or south of the Division Creek Rest Area during the closure, which will run from 6:00 am to 7:00 pm.

Mono County

  • Bridgeport Valley Pole Replacement – On U.S. 395 from Point Ranch Road to Green Creek Road south of Bridgeport, utility crews will replace poles on Monday from 8:00 am to 4:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.
  • Mammoth Mountain Shoulder Work – On State Route 203 from Forest Trail Road to the winter closure gate near the Mammoth Mountain lodge, crews will work in the shoulders Monday through Friday from 7:00 am to 3:30 pm. There will be one-way traffic control and drivers may experience 15-minute delays.
  • McGee Creek Utility Work – On U.S. 395 at Crowley Lake Drive, there will be intermittent traffic breaks to assist utility crews on Thursday from 7:00 am to 5:00 pm. Drivers may experience 5-minute delays.

Ongoing Traffic Impacts 

Inyo County

  • Olancha-Cartago 4-Lane Project – On U.S. 395 from Crystal Geyser Road to the northern end of the project, there will be intermittent lane closures as crews pave the lanes in both directions. The inside southbound lane is closed between the northern end of the project and just south of Crystal Geyser Road. The speed limit remains 55 mph through the project area.
  • Bishop Pavement Project – The northbound outside lane and shoulder of U.S. 395 from Jay Street to Mandich Street will close on Monday and Tuesday for drainage work. On the southbound lanes of U.S. 395, crews continue to work on the shoulder and sidewalk of the highway at two locations:
    • From See Vee Lane to Wye Road, and
    • from Lagoon Street to Jay Street.

    The sidewalk and shoulder in each of these locations is closed during construction. The speed limit is reduced to 35 MPH from See Vee Lane to Wye Road and 25 MPH from Lagoon Street to Jay Street. Access to Mandich Street and W. South Street is unavailable from U.S. 395, but detours are available. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm, and drivers may experience brief delays.

  • Fish Springs Pavement Project – On U.S. 395 through the town of Big Pine, construction crews will continue building bulb-outs and ADA-compliant curb ramps next week. Once sidewalk elements are complete, paving within Big Pine will resume before moving the project south of town. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. The speed limit is reduced to 25 mph through town and drivers may experience brief delays.

Mono County

  • Northern District Traffic Census Replacements Project – Crews continue to replace traffic census stations in the following locations:
    • U.S. 395 from State Route 167 to Virginia Lakes Road,
    • State Route 158 between Gull Lake Road and Aspen Road,
    • U.S. 395 at the Crestview Safety Roadside Rest Area,
    • U.S. 395 near the southbound off-ramp to S. Landing Road near Crowley,
    • U.S. 395 from Collins Road to Sunland Reservation Road near Bishop,
    • U.S. 395 from Lone Pine Narrow Guage Road to Moffat Ranch Road near Lone Pine.

    Work is scheduled Monday through Friday from 6:00 am to 7:00 pm. There will be intermittent lane closures and drivers may experience brief delays.

  • Sonora Junction Shoulders Project – On U.S. 395 from Burcham Flat Road to State Route 108 north of Bridgeport, crews are removing K-rail and striping the pavement Monday through Thursday from 7:00 am to 6:00 pm. There will be one-way traffic control and drivers may experience 20-minute delays.
  • Sonora Junction Shoulders Project – On U.S. 395 from Burcham Flat Road to State Route 108 north of Bridgeport, crews continue striping the pavement, constructing wildlife fencing, and performing erosion control Monday through Friday from 7:00 am to 6:00 pm. There will be one-way traffic control and drivers may experience 20-minute delays.
  • Rock Creek Pavement Project – On U.S. 395 from just north of Lower Rock Creek Road to 1.3 miles south of South Landing Drive near the community of Crowley Lake, the northbound outside lane and shoulder remains closed until Wednesday, July 9, for pavement rehabilitation. Once the outside lane reopens, the inside lane will fully close for pavement rehabilitation. Businesses in Tom’s Place remain open, and Upper Rock Creek Road and Owens Gorge Road remain accessible without detour. The speed limit is reduced to 55 MPH through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.   • Mammoth Tree Work – On U.S. 395 from State Route 203 to the Crestview Safety Roadside Rest Area near the town of Mammoth Lakes, the shoulders and median will close while crews trim trees Monday through Friday from 7:00 am to 5:00 pm. Drivers may experience brief delays.

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Sonora Junction Shoulders Project received $16.8 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, the Rock Creek Pavement Project received $2.1 million, and the Northern District Traffic Census Replacements Project received $250,000 from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
