Traffic Advisory for the Week of 12/01/2025 to 12/05/2025
EASTERN KERN, INYO, and MONO COUNTIES - The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of December 01 – December 05.
Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
New Traffic Impacts
Eastern Kern County

Rosemond Utility Work – On State Route 14, there will be overnight lane closures at the exit ramps to Rosamond Boulevard as crews replace utility poles. The northbound right turn lane will close on Monday night from 8:00 pm to 5:00 am, and the southbound right turn lane will close on Wednesday night from 8:00 pm to 5:00 am Drivers may experience brief delays.

Cameron Road Utility Work – On State Route 58, the Cameron Road exit will close while utility crews perform scheduled maintenance on Saturday, December 6, from 7:00 am to 5:00 pm. Drivers may experience brief delays.
Inyo County
- Sawmill Utility Work – On U.S. 395 just north of Bishop, there will be utility crews performing routine maintenance at Sawmill Road on Monday from 8:00 am to 4:00 pm. Drivers may experience brief delays.
Mono County
- Walker Place Utility Work – On U.S. 6 two miles south of Benton, there will be one-way traffic control while utility crews perform maintenance on existing poles at Walker Place on Monday from 8:00 am to 6:00 pm, and at Morris Drive from Wednesday through Friday, 8:00 am to 6:30 pm. Drivers may experience delays up to 10 minutes.
- Green Creek Utility Work – On U.S. 395 at Green Creek Road south of State Road 270 (Bodie Road), there will be shoulder closures as utility crews dig anchors Wednesday through Friday from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.
- Little Bodie Monument Work – On U.S. 395 two miles north of Conway Summit, there will one-way traffic control as utility crews dig anchors for poles along the northbound lane on Wednesday from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.
- Virginia Lakes Utility Work – On U.S. 395, from Virginia Lakes Road to two miles north, there will be shoulder and lane closures as utility crews perform regular maintenance along the northbound lanes on Saturday, December 6, from 8:00 am to 4:00 pm. Drivers may experience brief delays.
Ongoing Traffic Impacts
Inyo County
- Meadow Farms ADA Project – Construction will move to the next work area starting Tuesday. The contractor will set up traffic control for northbound U.S. 395 between See Vee Lane and the Bishop Creek Bridge to begin building new sidewalks, driveways, and curb ramps. Northbound traffic will be reduced to one lane through the construction area starting just west of See Vee Lane. Bridge work over Bishop Creek will continue through the rest of the year. Work is scheduled Monday through Friday from 6:00 am to 8:00 pm. The speed limit is reduced to 25 mph through the construction area. Drivers may experience brief delays.
- Bishop Pavement Project – Crews are finishing pouring concrete sidewalks and curbs on southbound U.S. 395 between State Route 168 W (W. Line Street) and Lagoon Street. Temporary patching is also being put in place for areas that will require electrical work. Starting Monday, traffic control in downtown Bishop will move from its current location south of W. Line Street to northbound U.S. 395 from Grove Street to near Bishop Creek in Bishop City Park. The sidewalk, shoulder, and outside northbound lane will close for construction, though driveway access to businesses will remain. Access to E. Elm Street from U.S. 395 will be blocked during this phase of construction. Drivers should use E. Pine Street as a detour. Overnight drilling work will continue next week on U.S. 395 at W. Line Street. The westbound lane on W. Line Street will close at the intersection of U.S. 395 to accommodate the work. The drilling is scheduled from 9:00 pm to 5:00 am. On North Sierra Highway, the current traffic control plan will remain in place into January. Caltrans continues to monitor the roadway and may temporarily stop traffic to implement fixes on the pavement. The speed limit is reduced to 35 mph from Wye Road to See Vee Lane. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience brief delays.
- Fish Springs Pavement Project – All lane closures inside Big Pine and south of town will lift next week after crews install rumble strips on the northbound and southbound lanes. After the lane closures lift, the speed limit south of town will remain 55 mph. In town it will remain 25 mph. Construction of the pedestrian refuges in Big Pine is expected to begin in 2026. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience brief delays.
- Olancha-Cartago 4-Lane Project – On U.S. 395, from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.
Mono County
- Rock Creek Pavement Project – This project is entering winter suspension.
The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Meadow Farms ADA Project received $13.56 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
