Traffic Advisory for the Week of 10/20/2025 to 10/24/2025

EASTERN KERN, INYO, and MONO COUNTIES - The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of October 20 – October 24.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

  • Tucker Road Loop Installation – On State Route 202 at the intersection of Tucker Road and Valley Boulevard, there will be intermittent lane closures while the city of Tehachapi replaces the traffic loops on Monday from 7:00 am to 5:00 pm. Drivers may experience brief delays.
  • Weldon Utility Work – On State Route 178 W, from Kelso Valley Road to Fay Ranch Road, there will be one-way traffic control as utility crews perform maintenance and install upgrades on Monday from 8:00 am to 4:00 pm. Drivers may experience 10-minute delays.
  • State Route 58 Utility Work – On State Route 58 just west of Bealville Road near State Route 223, the shoulders in both directions will close while crews conduct potholing work on Monday from 9:00 am to 11:00 am. Drivers may experience brief delays.
  • Smith Avenue Utility Pole Work – On State Route 178 W at Smith Avenue in Canebrake, there will be one-way traffic control while utility crews replace poles and cross wire over the highway on Wednesday from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.
  • Canebrake Utility Pole Work – On State Route 178 W, from Canebrake to Chimney Peak Road, there will be one-way traffic control as utility crews replace utility poles on Wednesday from 7:00 am to 5:00 pm. Drivers may experience 10-minute delays.

Inyo County

  • Fish Springs Pavement Project Traffic Switch – Southbound traffic on U.S. 395 south of Big Pine will move to the newly rehabilitated southbound lanes starting next week. Crews are finishing up striping and sign work on the southbound lanes ahead of the traffic switch. Construction will then move to inside northbound lane with northbound traffic initially limited to the outside lane. Access to the crossovers between the northbound and southbound lanes may be temporarily blocked to accommodate the paving work. In Big Pine, preparation work for the new crossing signals continues next week. Crews are also expected to begin paving the remaining curb ramps in town and installing the new pedestrian islands. The speed limit is 25 mph in Big Pine and 55 mph south of town. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays. 

Mono County

  • Mono City Utility Work – On U.S. 395, from State Route 167 to approximately one mile north there will be traffic beaks while utility crews cross wire over the highway Sunday, October 19th, through Wednesday from 8:30 am to 4:30 pm. Drivers may experience 5-minute delays.
  • Cemetery Road Utility Work – On U.S. 395, from Cemetery Road to Lundy Lake Road, there will be traffic breaks while utility crews cross wire over the highway on Tuesday from 7:00 am to 5:00 pm. Drivers may experience 5-minute delays.
  • Convict Lake Utility Work – On U.S. 395, from Convict Lake Road to Benton Crossing Road, there will be intermittent traffic breaks while utility crews cross wire over the highway on Wednesday from 8:00 am to 4:00 pm. Drivers may experience 5-minute delays.
  • Lee Vining Utility Work – On U.S. 395, from First Street to Beaver Street, there will be one-way traffic control while cross wire over the highway on Saturday from 7:00 am to 5:00 pm. Drivers may experience 5-minute delays.

Ongoing Traffic Impacts 

Inyo County

  • Meadow Farms ADA Project – The southbound outside lane and shoulder closure on U.S. 395 is now from Barlow Lane to See Vee Lane as crews prepare the shoulder for new sidewalk. Bridge work over Bishop Creek will continue next week. Work is scheduled Monday through Friday from 6:00 am to 8:00 pm. One lane in each direction will remain open at all times, and drivers may experience brief delays. Businesses remain accessible during construction.
  • Bishop Pavement Project – On North Sierra Highway between See Vee Lane and Wye Road, southbound traffic will shift to the inside northbound lane next week while crews perform drainage infrastructure work. Multi-use path and lighting-system construction is ongoing in this area. Crews continue drainage installation work on U.S. 395 from the southwest corner of State Route 168 W (W. Line Street) to just south of Lagoon Street. Southbound traffic shifts to one lane beginning at Church Street. At Mandich Street, the southbound shoulder will close next week while crews work on pedestrian ramps. The southbound outside lane, sidewalk, and shoulder are closed through construction areas. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Lagoon Street remains inaccessible from U.S. 395, but detours are available. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm, and drivers may experience brief delays.
  • Fish Springs Pavement Project – Pre-construction work on the new crosswalk signals and pedestrian islands in Big Pine will continue next week. Drivers may encounter temporary closures of the outside lanes in both directions when work is happening. Traffic on U.S. 395 south of town remains limited to northbound lanes of the highway. Pavement rehabilitation of the southbound lanes is nearing its end. Once the southbound lanes reopen, all southbound traffic will move to the new lanes while northbound traffic will stay reduced to one lane on the northbound side of the highway to accommodate the continuing rehabilitation work. The speed limit is 25 mph in Big Pine and 55 mph south of town. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays. 
  • Olancha-Cartago 4-Lane Project – On U.S. 395 from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area
  • U.S. 6 Bicyclist Safety Improvements – On U.S. 6, from U.S. 395 to Dixon Lane in Bishop, there will be one-way traffic control with a pilot car while crews resurface and stripe the pavement to add new bike lanes. Work is scheduled Monday through Friday from 8:00 am to 6:00 pm. Drivers may experience 20-minute delays.

Mono County

  • June Lake Utility Work – On State Route 158, from N. Shore Drive to Big Rock Road, utility crews will replace poles Sunday, October 19, from 8:00 am to 4:00 pm. There will be intermittent traffic breaks, and drivers may experience 5-minute delays.
  • Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews are installing electrical infrastructure at the Tom’s Place intersection. There will be intermittent lane closures and drivers may experience brief delays. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Meadow Farms ADA Project received $13.56 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
