Traffic Advisory for the Week of 8/18/2025 to 8/22/2025

EASTERN KERN, INYO, and MONO COUNTIES - The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of August 18 – August 22.

Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.

New Traffic Impacts

Eastern Kern County

  • State Route 58 Slab Replacement Project – On State Route 58 from Bealville Road to Boron Avenue, crews will replace slabs and pavement digouts Tuesday through Friday from 7:00 am to 6:00 pm. There will be intermittent lane closures, and drivers may experience brief delays.
  • State Route 58 Guardrail Repair – On State Route 58 in various locations from Exit 165 near Mojave to the Broome Road overcrossing, the westbound outside lane and shoulder will close while crews repair guardrail Wednesday through Friday from 8:00 am to 2:00 pm. Drivers may experience brief delays.
  • State Route 14 Electrical Work – On State Route 14 from California City Boulevard to one mile north, the northbound outside lane and shoulder will close while crews perform electrical work Wednesday through Friday from 7:00 am to 3:00 pm. Drivers may experience brief delays.
  • Weldon Utility Work – On State Route 178 W from Kelso Creek Road to Scodie Lane, utility crews will replace infrastructure Tuesday through Thursday from 8:00 am to 5:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.
  • Onyx Utility Work – On State Route 178 W at Worthington Street, utility crews will cross wire over the roadway on Saturday, August 23 from 8:00 am to 5:00 pm. There will be intermittent traffic breaks, and drivers may experience 5-minute delays.

Inyo County

  • Fort Independence Monument Construction – On U.S. 395 from Schabbell Lane to Fort Road north of Independence, the shoulder will close in both directions while crews build monuments Tuesday through Friday from 6:00 am to 5:00 pm.
  • Nine Mile Canyon Road Pole Replacement – On U.S. 395 from Nine Mile Canyon Road to Five Mile Canyon Road north of Pearsonville, the southbound outside lane and shoulder will close while utility crews replace poles on Tuesday from 7:00 am to 5:00 pm.

 

Mono County  

  • Mono City Utility Work – On U.S. 395 from Thompson Road to State Route 167 (Pole Line Road) near Mono Lake, utility crews will replace infrastructure on Tuesday from 7:00 am to 5:00 pm. There will be intermittent traffic breaks, and drivers may experience brief delays.
  • Virginia Lakes Utility Work – On U.S. 395 near Virginia Lakes Road, utility crews will replace poles on Wednesday from 7:00 am to 5:00 pm. There will be intermittent traffic breaks, and drivers may experience brief delays.
  • June Lake Utility Work – On State Route 158 from Lyle Terrace Road to Aspen Road, utility crews will transfer equipment across the highway on Thursday from 8:00 am to 4:30 pm. There will be intermittent traffic breaks, and drivers may experience 10-minute delays.

Ongoing Traffic Impacts

Inyo County

  • Bishop Pavement Project –On North Sierra Highway, construction is ongoing from See Vee Lane to Wye Road. Crews have removed underground storage tanks on U.S. 395 at Lagoon Street. Before they can resume drainage installation work from the southwest corner of State Route 168 W (W. Line Street) to just south of Lagoon Street, the soil that surrounded these tanks must be removed. Southbound traffic shifts to one lane beginning at Church Street. The southbound outside lane, sidewalk and shoulder in both locations are closed during construction. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Lagoon Street is inaccessible from U.S. 395, but detours are available. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm, and drivers may experience brief delays.
  • Meadow Farms ADA Project – On U.S. 395 from Barlow Lane to See Vee Lane in Bishop, crews are making progress forming curbs, gutters, and driveways. The southbound outside lane and shoulder between Tu-Su Lane and See Vee Lane are closed until further notice. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. One lane in each direction will remain open at all times, and drivers may experience brief delays. Businesses and driveways remain accessible during construction.
  • Fish Springs Pavement Project - Northbound and southbound traffic on U.S. 395 between Elna Road and Big Pine Dump Road is limited to one lane in each direction on the northbound side of the highway. On the closed southbound lanes, crews have begun pavement rehabilitation. In Big Pine, electrical work is planned on the sidewalk from Tuesday to Thursday and drivers may encounter partial lane closures. The speed limit is 25 mph in Big Pine and 55 mph south of town. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. Drivers may experience brief delays. 
  • Olancha-Cartago 4-Lane Project – On U.S. 395 from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.

Mono County

  • Sonora Junction Shoulders Project – On U.S. 395 from Burcham Flat Road to State Route 108 north of Bridgeport, crews continue constructing wildlife fencing Monday through Friday from 7:00 am to 6:00 pm.
  • Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews are installing new signs and striping the pavement. There will be intermittent lane closures and drivers may experience brief delays. Businesses in Tom’s Place remain accessible. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.
  • State Route 120 CIR Project – On State Route 120 E between Lee Vining and Benton, crews are backing the shoulders, striping the pavement, and installing new signs near Baxters Road and from Black Lake Road to two miles north. Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. There will be one-way traffic control, and drivers may experience 20-minute delays. The speed limit is reduced to 45 mph outside of work hours.
  • Walker Bicyclist Safety Improvements – On U.S. 395 from Eastside Lane to just north of Hackney Drive in Walker, crews are restriping the pavement to enhance bicyclist safety.Work is scheduled Monday through Friday from 7:00 am to 5:00 pm. There will be one-way traffic control through the project area and drivers may experience 10-minute delays.

The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, the Meadow Farms ADA Project received $13.56 million, and the Sonora Junction Shoulders Project received $16.8 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
