Upper Rock Creek Road to Temporarily Close During Rock Creek Pavement Project
What you need to know: As part of the Rock Creek Pavement Project, Caltrans will close Upper Rock Creek Road from U.S. 395 to Crowley Lake Drive near Tom’s Place for two weeks beginning May 7 while crews rehabilitate the pavement.
MONO COUNTY — Caltrans will close part of Upper Rock Creek Road at Tom’s Place in Mono County starting Wednesday, May 7, as part of the Rock Creek Pavement Project. The closure will last for two weeks as crews rehabilitate the outside lane and shoulder of southbound U.S. 395 at the Tom’s Place intersection. Originally planned for later in May, the closure was moved up to ease anticipated travel impacts over Memorial Day Weekend.
The Rock Creek Pavement Project is rehabilitating the pavement of U.S. 395 from just north of Lower Rock Creek Road to 1.3 miles south of South Landing Drive near the community of Crowley Lake. The project will also add features to the highway, including:
- New acceleration lanes,
- New turn pockets
- New lighting at the Tom’s Place intersection, and
- New signage.
It will also upgrade drainage and guardrail and enhance the lighting currently in place at the nearby northbound chain-up area.
TRAFFIC IMPACT: Traffic will be limited to one lane in each direction for the duration of the project. During the two-week closure, k-rail will be placed at the entrance to Upper Rock Creek Road and in the center median. Emergency vehicles will be able to get through and Tom’s Place will remain open for business during the closure.
- For traveler’s looking to reach Tom’s Place, Rock Creek Lake, or Little Lakes Valley, the detour for northbound and southbound traffic will be the South Landing Road exit at Crowley Lake. Drivers will head south into the town of Crowley Lake until they reach Crowley Lake Drive. Drivers will then head east until they reach Upper Rock Creek Road at Tom’s Place.
- For residents of Sunny Slopes, Owens Gorge Road will remain open, but drivers may need to use detours to reach their destination. Drivers coming from Sunny Slopes/Owens Gorge Road looking to head south on U.S. 395 will need to first head north to South Landing Road and use the overpass to connect with the southbound lanes of the highway.
For drivers heading southbound on U.S. 395 from the north looking to access Sunny Slopes/Owens Gorge Road, they will need to go past the intersection and exit the highway at Lower Rock Creek Road. Here, they can turn around and reenter the northbound lanes of the highway using a temporary acceleration lane separated by channelizers.
FUNDING INFORMATION: The Rock Creek Pavement Project has received $2,168,784.40 from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
