Q1) Looking to touch bases regarding this bid, I wasn’t able to really locate photos or anything so I was wondering what the failed pavement looks like; IE- has it settled or heaved? Spalled? Cracked? What caused the failure?

A1) Attention is directed to section 2-1.07, “Job Site and Document Examinations” of the Standard Specifications:

2-1.07 JOB SITE AND DOCUMENT EXAMINATION
Examine the job site and bid documents. Notify the Department of apparent errors and patent ambiguities in the plans, specifications, and Bid Item List. Failure to do so may result in rejection of a bid or rescission of an award ...

To determine the extent of the failed pavement the Bidder must examine the job site and site conditions.
