Q1) Will the State allow for the HMA specified in this contract (90 tons) to be qualified as section 39-2.07 Minor Hot Mix Asphalt? If so, will the State also allow the grinding depth be increased increase to 0.2’ to utilize a ¾”HMA.? There could be a high cost impact to this bid because local material suppliers to not have a current approved JMF for a ½” A, PG 70-10, Lime Treated mix as specified. The cost of developing a mix design, test batching, dropping and producing would have to be absorbed by the bid item that consists of 90 tons of HMA.
