Responses to bidder inquiries, unless incorporated into formal addenda to the contract, are not a part of the contract, and are provided for the bidder’s convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder inquiries is not to be construed in any way as a waiver of the provisions of 2-1.07, “Job Site and Document Examination,” of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications, or special provisions nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response given previously.

Inquiry 1)

  1. Does a biologist have to be onsite the entire duration of the project or only at the beginning and if we find something?
  2. Portable radar speed feedback sign on both sides of the project?
  3. Portable changeable message sign on both sides of the project?
  4. Where will we have a staging area?

Response for Inquiry 1)

  1. Reference is made to Standard Specification 14-6.03D(1) and Special Provision 14-6.03D(1). The contractor-supplied biologist has to be onsite to monitor work activities for the protection of regulated species.
  2. Portable radar speed feedback sign is required on both sides of each work location. Please refer to Special Provisions Section 12-4.02C(12) Construction Work Zone Speed Limit Reduction and Standard Plans Traffic Control System for Construction Work Zone Speed Limit Reduction.
  3. Portable changeable message sign is required on both sides of each work location. Please refer to Section 12-3.32 of Standard Specifications and Special Provisions.
  4. There is no designated staging area identified in the contract documents.

Inquiry 2)

Inquiry 2)  Seeing that there is a new culvert next to the ones that we are bidding is an APC HDPE corrugated pipe can we use HDPE in place of steel?

Reference is made to the Contract Plans Q-1 for the list of APC Allowable Pipe materials for each location. Please bid per the contract documents.
