Responses to bidder inquiries, unless incorporated into formal addenda to the contract, are not a part of the contract, and are provided for the bidder’s convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder inquiries is not to be construed in any way as a waiver of the provisions of 2-1.07, “Job Site and Document Examination,” of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications, or special provisions nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response given previously.

Q1)  I’m hoping to bid the above project. I have a question:

  1. Special Provisions Page 19, Section 12-3.20 refers in detail to Temporary Barrier Systems. This is boilerplate & typical for all SB Minor B contracts. Unless directed otherwise, it is not my intent to implement any of them. Instead, I propose the following:  Loc. 1) See attached photos. It’s my intention to have a (3) man reverse control and an attenuator truck. Allowing for (2) shifts. Loc.2) See photo. Close #2 lane, only because the existing & new sigs are above live traffic. Attenuator truck. All vehicles & personnel will be behind the existing mgr. Allowing (2) shifts.

A1)  Your attention is directed to Standard Specification Section 5-1.01, “Scope of Work”. It’s the Contractor’s means and method to provide temporary traffic control that complies with Temporary Traffic Control Systems of the Standard Plans, Section 7 and Section 12 of the Standard Specifications and Special Provisions, and Lane Closure Restriction Charts in Section 12 of the Special Provisions.

The SSP 12-3.20 “Temporary Barrier Systems” specification is included in all projects Special Provisions.
