The responses to bidder's inquiries, unless incorporated into a formal addendum to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Inquiry 1)  There is a pay item for Portable Changeable Message Sign (PCMS). There is no corresponding Special Provision describing the scenarios in which a PCMS would be required. As the Contract work is away from the SR 205 Traveled Way it is unclear why a PCMS would be required. Please provide a description of when a PCMS will be required for work performed under this Contract?

Response 1)  PCMS will only be required in the event you will be accessing the site from the shoulder of Route 205 for whatever reason. If this is the case, then you will need to use the PCMS along with the required shoulder closure signing to give advance warning to motorists on the mainline.

Inquiry 2)  Sheet No. 2, Typical Cross Sections (Drawing X-1) shows the proposed fence being placed at the edge of the existing shoulder backing. The existing fence to be removed varies from being at the edge of the shoulder backing to a distance of +/- 1.5' outside the edge of the shoulder backing. Given the existing fence does not run the entire length of the trail it is assumed the Contractor can remove the existing fence prior to constructing the new fence and the Contractor will not be required to install a temporary fence. Please clarify whether or not a temporary fence will be required in locations where the existing fence needs to be removed prior to construction of the new fence?

Response 2)  Per Plan Sheet X-1, the fence will be placed 0’-3’ from the bike lanes shoulder. Basically in the exact same spot as the existing fence to be removed. For areas where no existing fence is there, the exact locations (0’-3’) will be determined by the engineer in coordination with the contractor. No temporary fence will be needed prior to the construction of the new fence.
