1.0 Welcome and Introductions
Dan McElhinney, Caltrans District 4 Chief Deputy District Director, welcomed everyone on behalf of Bijan Sartipi.
He thanked the CalMentor committee for a successful 10 years. Calmentor program helped CalTrans to be “ready to
do work” for the upcoming projects with the signing of Senate Bill 1, the Road Repair and Accountability Act of 2017,
which was signed into law on April 28, 2017. This legislative package invests $52 Billion over the next 10 years, of
which at least 10% of the budget is allocated to the Bay Area. These funds will be split equally between state and

Mr. McElhinney requested everyone to spend a moment of silence in remembrance of the lives and properties lost in
the North Bay fire, the brave heroes who spent endless hours fighting the fires and helped the victims. He also thanked
Mr. Romy Fuentes, who is retiring at the end of 2017, for his tireless dedication to the CalMentor Program.
2.0 Approvals
Ali Banani (District Office Chief PPM, Consultant Services unit) informed everyone that the minutes of the July 27,
2017 Calmentor meeting was forwarded by email the prior week. He requested the group to please review and inform
him or either Romy Fuentes or Marian Faustino if there are comments or corrections.
For details on the upcoming contracts, Ali recommended to visit the DPAC website and the Look Ahead report. He
stated that there is 1 new contract for landscape services in D4 which will be advertised in Feb 2018. Ali also mentioned
that there are 40 contracts from other districts.
3.0 CalMentor Steering Committee Report
Steve Mendenhall, Caltrans D4 Calmentor Steering Committee Chair, reiterated the importance of the mentor-protégé
pairings and networking in these meetings. He urged more candidates to apply for the Calmentor program.
4.0 Special Presentation by the Metropolitan Transportation Commission
Rebecca Long, Government Affairs Manager of the Metropolitan Transportation Commission discussed in details
about the SB1 and the SB595. She was involved with the analysis, drafting negotiations and lobbying of the annual
legislative strategies for MTC.
SB1 will generate a total funding of $520M per year over the next decade. Out of these funds, at least 85-90% will
go to Caltrans, of which 50% will be for road repairs for other cities and counties. She also mentioned about the gas
taxes that will be indexed to adjust the revenues every year starting 2020 to offset the yearly inflation. Gas tax will be
set at 17.3% starting 2019 with indexed inflation bringing in more than $200M in revenues.
SB-595 requires the City and County of San Francisco and the other 8 counties in the San Francisco Bay area to
conduct a special election on a proposed increase in the amount of the toll rate charged on the state-owned toll bridges.
It also requires the BATA to select the amount of the proposed increase, not to exceed $3, to be placed on the ballot
for voter approval. If approved by the voters, the bill would authorize the BATA, beginning January 1, 2019, to phase
in the toll increase over a period of time and to adjust the toll increase for inflation after the toll increase is phased in
completely.
The bill would: (1) specify that except for the inflation adjustment and as otherwise specified in statute, the toll
schedule adopted pursuant to the results of this election may not be changed without the statutory authorization of the
Legislature; (2) require the BATA to reimburse from toll revenues, as specified, the counties and the City and County
of San Francisco for the cost of submitting the measure to the voters; (3) require the BATA to establish an independent
oversight committee no later than January 1, 2020, with a specified membership, to ensure the toll revenues generated
by the toll increase are expended consistent with a specified expenditure plan; (4) require the BATA to submit an
annual report to the Legislature on the status of the projects and programs funded by the toll increase. The California
Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the
Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those
costs shall be made pursuant to the statutory provisions noted above.
5.0 Public Agency Partner Reports
Liz Brazil, Business Diversity Programs Manager of the Santa Clara Valley Transportation Authority distributed
brochures about contracting opportunities for: (1) BART $3.5B measure RR which would help rebuild and upgrade
the backbone of BART; (2) San Jose Evergreen Community College District with an allocation of $748K in bonds to
fund classroom upgrades and repairs; and, (3) Santa Clara’s measure A which will authorize an increase in the sales
tax within the County of Santa Clara (the "County") of 0.125% (one-eighth cent tax) for ten years. The additional sales
tax would be a general tax, meaning the County could use the funds that the tax generates for any County purposes.
Olga Medina, also of SC VTA, invited everyone to join in their November 9, 2017 outreach program at the VTA. For

Luz Campos, Purchasing Procurement Specialist of the MTC handed out flyers. Ms. Campos mentioned that MTC
upgraded their database so she encouraged everyone who registered to update their profile.
Artemise Davenport of the Golden Gate Bridge Highway & Transportation District gave out handouts but with special
mention on the 2 projects for the Golden Gate physical suicide deterrent projects: (1) $1.5M FHWA assisted project
for the materials testing shops to be done in Chicago IL; and, (2) $3.0M for the construction support services project.
Their agency will soon accept vendor registration online. This should be operational starting late 2017 or early 2018.

6.0 Reflections on Caltrans New Procurement Process (Small Group Breakouts)
Esther Morris, P.E., Assistant Division Chief, DPAC, discussed the procedure on the new procurement process
including the different phases and minimum day requirements. She divided the process into 5 phases: (1) planning
which actually starts in each district; (2) advertising; (3) SFQ; (4) invitation for interview; and (5) negotiation. It is
beneficial for everyone to sign up for updates so they receive the most recent posts and they can get future outreach
events.
Christu Fu, Deputy Operations Manager, Arcadis, spoke about her 10-year experience. It is only Caltrans that you
can count on the interview dates. Also, the only way to find more about the procurement process is to become a
mentor.
