1.0 Welcome and Introductions
Bijan Sartipi, Caltrans District 4 Director, welcomed everyone and explained Senate Bill 1 extensively. Senate Bill 1,
the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017. This legislative package
invests $54 billion over the next decade to fix roads, freeways and bridges in communities across California and put
more dollars toward transit and safety. These funds will be split equally between state and local investments.
Even before the funds’ release on Nov 2017, $600M advanced projects have been planned. These plans include repair
and maintenance of at least 17,000 lanes, 500 bridges and unhealthy infrastructures that cannot be utilized.
He encouraged everyone to watch out for the advertisements of the upcoming projects for SB1.
2.0 Approvals
Marian Faustino, District Branch Chief of Consultant Services unit, informed everyone that the minutes of the January
26, 2017 Calmentor meeting was sent by email the last week. She requested the group to please read and review it. If
there are comments/corrections, please send her and Romy an e-mail or call them.
3.0 District 4/Statewide Reports and Updates
For details on the upcoming contracts, Marian recommended to check the Look Ahead report on the DPAC website.
Ms. Faustino called to the front the following to give a brief summary of their upcoming D4 contracts:
a) Celia McCuaig, Office Chief, CT D4 Office Of Advance Planning
- Explained about the SB1 anticipated planning. There were 5 districts given SB1 funding: Districts 4, 7,
8, 11 & 12 and all will be using 1 standard PID; the only difference is the geographical limits. She said
that there is also a new CT template with 2 different levels of PIR (project initiation report) that will be
used. RFPs and interviews for D4 will start in September while all the other districts will be in October.
b) Bo Yuan, D4 Contract Manager Unit discussed about his upcoming contract. He said that it is $1.25M
contract for 3 years and will be advertised on September 23, 2017. The Consultant interviews will be on
October 31, 2017.
c) Catalino Nicolas, D4 Contract Manager, discussed about his upcoming contract. He stated that it is a $2M
contract for 3 years and will be advertised on August 15, 2017. The Consultant interviews will be held around
the end of September 2017. The DVBE portion is 10%.
4.0 Calmentor Steering Committee Report
Steve Mendenhall, Caltrans D4 Calmentor Steering Committee Chairman, re-iterated the importance of the Calmentor
Program, the mentor-protégé pairings and the networking in these meetings. He acknowledged 3 new protégé
members: PDIM Engineering, Anderson Pine and Net Resources. Mr. Mendenhall called Charles Anderson and Mike
McJefferson to briefly share about their companies. He encouraged the members to apply for the 4 protégé and 4
Calmentor Steering Committee positions that will be vacant within this year.
5.0 Special Presentation by the Oakland Department of Transportation
Ryan Russo, the new Director of Oakland DOT (Department of Transportation), discussed about his office, its visions
and goals. He stated that the Oakland DOT is the first-ever city department dedicated to studying, managing and
improving the safe movement of goods and people on Oakland’s city streets, sidewalks, highways and bridges. Its
functions mostly come from the public works and the police department.
Oakland DOT’s mission is to envision, plan, build, operate and maintain a transportation system for the City of
Oakland in partnership with local transit providers and other agencies— and to assure safe, equitable, and sustainable
access and mobility for residents, businesses and visitors.
Oakland DOT adopted this Strategic Transportation Plan with the following goals:
- Equitable jobs and housing
- Holistic community safety
- Vibrant sustainable infrastructure
- Responsive, trustworthy government
Funds for the projects will be coming from measure KK – around $350M will be from the Oakland infrastructure bond
and some of the funds from SB1 ($500B statewide). Mr. Russo said they are waiting for the approval of measure BB
which will fund 30-year transportation expenditure plan of Alameda.

6.0 Public Agency Partner Reports
Mrs. Artemise Davenport of the Golden Gate Bridge Highway & Transportation District was called and she explained
the 3 modes of transportation that creates their 3 divisions: Golden Gate Bridge Division, Ferry Division and the
Transit Division. She said that although there are numerous upcoming projects, most of them are not federal-funded.
The project she specifically mentioned is the GGB Physical Suicide Deterrent System and Wind Retrofit Construction
Scheduling and Claims Review Services. The DBE goal is 7%.

Mr. Kevin Wilson of the Business Diversity Programs of Santa Clara VTA was called and he distributed hand-outs of
the upcoming contracts as of 7/19/2017. For the latest VTA procurement information including professional services,

7.0 Adjourn Regular Meeting
Romy Fuentes, Branch Chief and the Calmentor Program Manager adjourned the meeting at 3:05PM to start the
networking. He reminded everyone about the next CalMentor meeting on October 26, 2017. He also reminded
everyone about the California Transportation Commission (CTC) Senate Bill 1 Workgroup Membership form and the
SB1 Workshop on August 7, 2017 starting at 10:00 AM at the D4 Auditorium.
