Joint Calmentor Professional Liaison Meeting

1.0 Welcome and Introductions

Francisco Padilla called the meeting to order and called the first speaker on the agenda, James E. Davis, Caltrans
District 4 Acting Director. Mr. Davis welcomed everyone to the meeting and thanked the CalMentor committee for
the incredible pairings done over the years to develop & grow the industry. He stated that a year ago, the Governor
signed the Senate Bill 1 (SB1) to fund transportation to thrive the economy and jobs. However, Mr. Davis said that
coming November the people will have a choice, Prop 6 will be on the ballots to repeal SB1 & which also talks about
reducing transportation tax. However, he said that the funds we get from SB1 are essential because in the Bay Area
alone, Caltrans Maintenance get $700M/year to fix potholes & bridges. Bay Area completed competitive programs
and was awarded $2B worth of work in widening San Mateo 101 in Peninsula and in Sonoma. He stated that a lot of
projects and jobs are at risk with the repeal of SB1so we need help in educating the public.
Mr. Davis said that at the Calmentor anniversary celebration last May, he shared about the success we have had with
the Calmentor in District 4. He mentioned that we are entering 12th year and currently we have 135 mentors, protégé
and graduate protégé firms participating. We have graduated 59 protégé firms from Calmentor since 2007.
He closed by extending an invitation to attend the Calmentor networking mixer after the meeting at 3:15 p.m. at the
Agave Restaurant.

2.0 Approvals

Marian Faustino (Branch Chief PPM, Consultant Services unit) informed everyone that the minutes of the January 25, 2018 Calmentor meeting was sent last week via email. Ms. Faustino requested the group to review it and advise Marian or Ali Banani of any corrections.

3.0 Public Agency Partner Reports

Luz Campos, Purchasing Procurement Specialist of the MTC announced the exciting news that their Executive Director will be retiring after 17 years of service. Ms. Campos recommended that the group visit their procurement portal to get updates on contracting opportunities. Part SB1, MTC was able to put the budget together for the I-80 integrated corridor north segment project and will release this opportunity soon so stay posted. It has lots of components and for some of those there will be an opportunity to partner up with a prime. MTC launched a campaign on looking for real transportation solutions. If anyone has an idea to help Bay Area move forward, check the website and it will give information on the requirement. Artemise Davenport, DBE Administrator of the Golden Gate Bridge Highway & Transportation District shared 2 projects that will start solicitation in August 2018: 1) Golden Gate Bridge physical suicide deterrent system retrofit; and 2) temporary structures engineering advisor support services for the construction of the Golden Gate Bridge physical suicide deterrent and traveler systems. Ms. Davenport invited everyone to attend their free networking event: “Meet The Primes” on August 22, 2018 from 8:30 AM – 1:00 PM to be held at the Joseph Bort Metro Center - 101 8th Street in Oakland. Olga Medina, Management Analyst of Santa Clara Valley Transportation Authority invited everyone to visit their website at http://www.vta.org. The 2 projects SC VTA is working on are: 1) Phase II BART to San Jose project (from downtown SJ to Santa Clara), and; 2) single bore system which is on its engineering phase. Ms. Medina stated that VTA is currently accepting RFPs for general environment engineering. Ms. Medina recommended they register so that they will be on their on-call list (2-3 years up to 5 years). Future contracting opportunities for construction for existing road construction and professional services contracts are in the works.

4.0 Caltrans Look Ahead Report

Catalino Nicolas, Contract Manager, presented a new and unique contracting opportunity for the suspension bridge cable investigation, sampling and testing services. Catalino stated that those interested should submit an Request For Qualification (RFQ). This is an $8M contract for 3 years and a DBE goal of 18%. The tentative advertisement will be in October 2018. Bo Yuan, Contract Manager, presented design engineering & traffic operations contract opportunities. This contract started in late 2016 and is running out of funds so it was decided to split this contract into 2 contracts, Traffic operations and design engineering. The Traffic operations contract is under advertisement and proposals will come out within a week. The new design engineering services is for 3 years with 4M budget and a DBE goal of 13%. This will be advertised in September 2018.

5.0 Calmentor Steering Committee Report

Steve Mendenhall, Caltrans D4 Calmentor Steering Committee and NorCal Regional Manager of Guida Surveying Inc., made a pitch to recruit new members and handed out forms for protégé/mentor pairings. Initial is 2-year term up to an additional 2 years.

6.0 Caltrans DPAC Update

David Prizmich, Division Chief of DPAC Caltrans HQ, shared that DPAC had lots of activities in the last 6 months because of the SB1. He thanked the CalMentor committee for their tremendous help. DPAC cannot advocate but can only educate. Mr. Prizmich introduced Ms. Esther Morris to discuss about the A&E.

Esther Morris, Assistant Division Chief A&E of DPAC Caltrans HQ, shared the A&E contract process: fee & escalation pilot results & next steps and the SB1 Update: November gas tax repeal ballot measure potential impacts on current & future projects.

7.0 Adjourn Regular Meeting

Before the meeting was adjourned by Francisco Padilla at 3:10 PM, Doanh Nguyen, Deputy District 4 Director of PPM, shared the importance of the Calmentor’s role in making Caltrans job easier in meeting SB1 demands. He commended the job well done by the Calmentor committee and its members. Doanh invited the group to proceed to the Networking mixer event at the Agave Uptown Restaurant.
