State Route 89 Middle Mile Broadband Network
What is the Middle Mile Broadband Network (MMBN) Program?
The Middle-Mile Broadband Network (MMBN) is a California initiative to build a statewide broadband network. It aims to improve access to affordable, high-speed internet for all Californians, especially in underserved areas.
Project Overview
Managed by the state Department of Technology, this project will install broadband infrastructure along State Route 89 from Interstate 80 in Nevada County to the Sierra County/Plumas County line. Caltrans will oversee construction of the project. Teichert is the contractor performing the work that includes:
- Broadband conduit and fiber optic cables
- Cable marker posts and vaults

Why is it needed?
Many California communities lack reliable internet access, limiting opportunities for education, work and connection. In 2021, Governor Gavin Newsom signed Senate Bill 156 to create an open-access middle-mile network to address this gap and ensure equitable, high-speed internet for all.
Project Goals
- Connect unserved and underserved communities to high-speed internet
- Support homes, businesses and community institutions with reliable connectivity
- Lay the foundation for future internet needs across California
How it Works
The MMBN will act as a "middle-mile" network, linking to "last-mile" networks operated by third parties. This brings Internet directly to homes, schools and businesses, making connectivity more accessible and affordable.
