State Route 70 Capital Preventative Maintenance Project
Project Description:
This project is located near Pulga, from 0.1 mile east of Big Bend Road to 0.8 mile west of Shady Rest Area, and from 0.2 mile east of Shady Rest Area to the Plumas County line (PM 47.0/48.076). Work includes rehabilitating pavement, upgrading drainage systems, replacing lighting and sign panels, and improving Transportation Management System (TMS) elements.

Purpose:
The purpose of this CAPM project is to preserve and extend the service life of the roadbed while improving the safety, pavement reliability, and rideability through the project limits of SR 70. The project will also preserve and improve the functionality of drainage culverts systems to better preserve the roadbed and prevent flooding. Additionally, the project will bring lighting and signs, within the project limits, up to current standards and improve existing guardrail to current traffic safety standards.
Need:
Along this segment of SR 70, Alligator B cracking will increase from the current APCS 1.11% to 15.94% by the Ready to List (RTL) year (2026). Additionally, international roughness index (IRI) will increase from 129 to 157 by the 2026 RTL year. Drainage assessment indicates that multiple culvert systems are in substandard condition within the project limits and have the potential to contribute to further pavement deterioration. Lighting at the Pulga Maintenance Station is outdated. Additionally, metal beam guardrail located at the Arch Rock Tunnel is not to current safety standards.
Funding:
The project is to be programmed into the 2022 State Highway Operations and Protection Program (SHOPP) under the program code 20.XX.201.121 –Pavement Rehabilitation, Capital Preventative Maintenance (CAPM).
