State Route 20 Pavement Rehabilitation Project

PROJECT DESCRIPTION:

Near Nevada City and Emigrant Gap, from Dow Road to the junction with Interstate 80. Rehabilitate pavement and drainage systems, upgrade guardrail, signs and Transportation Management System (TMS) elements. This estimated $34.6 million project will extend the pavement service life and improve ride quality on nearly 26 miles of State Route 20 (SR 20) from Nevada City to the junction with Interstate 80.

PURPOSE AND NEED:

The purpose of this project is to improve the existing pavement conditions and extend the life of highway infrastructure. The project will preserve and restore existing drainage systems from fair/poor condition to good condition and bring TMS elements, guardrail and roadway signs up to current standards. This project will engage external agency partners to facilitate best practices for incorporating roadside fire fuel reduction near structures, removing vegetation, including non-native species, and extend wildfire breaks along SR 20 that also function as primary emergency response and evacuation routes.

Nearly 45 lane miles of existing pavement is projected to be in fair condition with minor deterioration by construction year 2026, and the existing pavement is expected to further deteriorate. Culvert assessment indicates that multiple culverts are in fair to poor condition. Drainage systems in fair to poor conditions require rehabilitation or replacement to restore functionality. The Roadside Safety unit identified existing metal beam guardrail that does not meet current standards. The existing centerline rumble strip will also be upgraded to the current standard. In addition, the visual sign panel assessment indicates multiple poor conditions on two-post roadway signs within the project limits. Traffic Operations/Electrical Design identified detection systems and lighting pull boxes that do not meet the current standards.
