State Route 28 Pavement Rehabilitation
Project Description
In Placer County on State Route 28 (SR 28) from postmile 0.0 (near State Route 89/28 Wye) to postmile 11.0 (Tahoe City to the Nevada state line), this project will rehabilitate the pavement, repair and replace existing drainage systems and upgrade non-ADA compliant sidewalks and ramps to current standards.

Purpose And Need:
The purpose of this project is to preserve the pavement life of the highway. This project will extend the life of drainage systems by rehabilitating culverts and will
upgrade non-ADA compliance sidewalks and ramps to current standards. Bike lanes will receive green paint treatment to enhance visibility. The existing pavement indicates surface distress due to multiple recent utility projects and several winters of heavy precipitation and chain wear. During the 2022-23 winter season, the roadway deteriorated to the point that an emergency Director’s Order (DO) was required to make repairs. The DO also
covered portions of State Route 89 and State Route 267. In summer of 2025, this project will perform full digouts in Tahoe City, focusing on the west side of the
project limits while Liberty Electric will perform utility installations along SR 28 from Pino Grande Avenue to Beach Street in Tahoe Vista. The primary contractor is
Mercer-Fraser Company of Eureka. The project is anticipated to be completed in the 2026 construction season.
