State Route 99 Chico–Vina Capital Preventive Maintenance

PROJECT DESCRIPTION:
This project is located near Chico on State Route 99, from 0.3 mile south of the Eaton Road Overcrossing to the Tehama County line.
Work includes rehabilitating pavement and drainage systems, upgrading guardrails, replacing signs and striping, and improving Transportation Management System (TMS) elements.
The project will also improve the intersection at Garner Lane and upgrade facilities to meet current Americans with Disabilities Act (ADA) standards.

PURPOSE:
The purpose of this project is to preserve and extend the life of the roadway by repairing aging pavement and drainage systems. The project will also enhance safety by upgrading guardrails, signs, and striping to current standards.
In addition, improvements will be made to the SR 99 and Garner Lane intersection to improve traffic flow and reduce conflicts. Accessibility upgrades will also be included to meet ADA and Complete Streets standards.
 
NEED:
Pavement: The existing roadway is in fair to poor condition. Without repairs, the pavement will continue to deteriorate more rapidly.
Safety & Operations: The SR 99 and Garner Lane intersection has a history of collisions and operational challenges, including congestion and queuing. Previous interim improvements have not fully addressed these issues.
Drainage: Several culverts are in poor condition, which can impact roadway stability and drainage performance. These systems need rehabilitation or replacement.
Signs & Striping: Existing signs and roadway markings do not meet current standards and need to be updated for better visibility and guidance.
Guardrail: Existing guardrails do not meet current safety standards (MASH) and require upgrades to improve roadside safety.
 
FUNDING:
This project is programmed in the 2026 State Highway Operation and Protection Program (SHOPP) under the Pavement Preservation Program.
