PROJECT DESCRIPTION:

In and near Orland and Hamilton City, from Route 5 to Butte County line. Rehabilitate pavement and drainage systems, and upgrade facilities to Americans with Disabilities Act (ADA) standards.

PURPOSE AND NEED:

Purpose:

The purpose of this project is to preserve the existing pavement structure and prevent further deterioration of the transportation facility. The project will also upgrade non-ADA-compliant curb ramps and upgrade existing guardrail and signage to current standards. Furthermore, the project will extend the life of various drainage systems by rehabilitating or replacing culverts in poor condition. The project will also close a gap in the existing sidewalk at the track crossing between 6th and 5th Streets in Orland.

Need:

This project is necessary to preserve the drivability and serviceability of the roadway, as pavement conditions have deteriorated over time. Multiple sign panels, existing guardrail, and striping have been identified as being in substandard condition. Moreover, according to the current culvert inspection log, numerous culverts have an existing health rating below the threshold of 60 and consequently need to be repaired or replaced as part of this project. Multiple curb ramps in Downtown Orland are nonexistent or non-ADA compliant. ADA-compliant curb ramps, along with connecting sidewalks between 6th and 5th Streets, are needed to improve pedestrian safety and accessibility.

FUNDING:

This project is programmed in the 2022 SHOPP and has been funded with the 20.XX.201.121 Pavement Preservation Program.
