Inquiry:

In regards to the above mentioned project, currently the only licenses allowed are Class A and C-42. Due to this work being specifically drainage, and not including any waste water/sewer work, a C-12 Earthwork and Paving license should also be accepted. With over 350 feet of excavation, trenching, backfill, compaction, and paving, there is well over 50% of this contract that is directly covered by a C-12 license, and therefore should be allowed.

Response:

“Licenses allowed to bid on this contract are: “A” General Engineering contractor, and C-42 Sanitation System Contractor.

Specialty C license requirements are determined through evaluation of individual bid items.  To be considered for the work, a C license must be able to perform a majority of the individual bid item work under their license.  This contract does not contain enough bid item (non-incidental) work under the Earthwork and Paving designation (Excavation and paving are not separate bid items) to qualify for this drainage rehabilitation contract.”
