Susanville Paving Project on State Route 139
The Project:
The 139 Susanville Paving project in Lassen County is on State Route (SR) 139 near Susanville, from 0.1 mile north of Chestnut Street to 2.6 miles south of Horse Lake Road.
Project Benefits:
The purpose of the project is to restore the facility to a state of good repair such that the roadway will be in a condition requiring minimal maintenance that includes complete streets measures. This project is expected to extend the life of the pavement approximately seven to ten years. The project will also bring guardrail, concrete barrier, and Americans with Disabilities Act (ADA) elements to current standards. The project also includes drainage improvements and improved maintenance vehicle safety features.
Project Includes:
This project proposes to implement a Capital Preventive Maintenance (CAPM) pavement strategy on SR 139 in Lassen County. This project will extend the life of the pavement, replace six curb ramps, upgrade guardrail, upgrade concrete barrier, pave unpaved maintenance vehicle pullouts, widen shoulders in select locations, replace/upgrade signage, upgrade an existing traffic signal with a loop detection system, extend one culvert and replace six culverts.
Current Project Schedule:
It is estimated this project will take 145 workings days, with all working days requiring traffic control. Construction is scheduled to begin in Spring of 2025, weather permitting.
Starting on Monday, April 28, 2025, State Route 139 will be closed to traffic on weekdays, Monday through Friday, between Spring Ridge Road and the BLM Shooting Range (PM 6.7), from 8 a.m. to 11:30 a.m. and from 12:30 p.m. to 4 p.m. as part of the Susanville 139 Paving Project. During the one hour opening period, from 11:30 a.m. to 12:30 p.m., traffic control will be in effect. These closures are expected to last approximately 6-8 weeks.
During nights and weekends, motorists should plan for one-way traffic control with a traffic signal, approximately 3 miles north of Spring Ridge Road, where concrete barrier rail is being replaced. Minimal delays are expected at this location. For the entirety of the project limits, from Chestnut Street to Hagata Road, motorists may experience up to 30-minute delays depending on operations.
Please note that plans have been made to accommodate emergency vehicles needing to pass through the project limits during the above listed intermittent closure times. Motorists needing to travel through the closure area should plan ahead and leave early to ensure they arrive either prior to the closure or during the one hour opening time.
