Clean California Project

The Boston Avenue Improvements Project will serve the communities of Barrio Logan and Logan Heights communities by Repurposing unused State Right of Way to develop 3.5 acres of land along southbound Interstate 5 between 29th street and 32nd street. The project will provide open green space, lighting, and an eight-foot-wide meandering pedestrian/bike path.

• Will replace existing conditions with lighting, grading, fencing, safe access, and ADA (Americans with Disabilities Act) improvements.
• Supporting documents like the Barrio Logan Community Plan, Chollas Creek Watershed Master Plan, and the Community Emission Reduction Plan are identified as high-priority strategies to reduce emissions and air pollution exposure.
• The beautification of the area will benefit residents by providing needed urban green space, safe access to community connection, active transportation elements, the health benefits of air quality, reduced urban heat-island effects, and climate resiliency. 

Caltrans continues coordinating with the City of San Diego, Environmental Health Coalition, and other Portside community partners. Once the Clean California Project is completed, Caltrans plans to relinquish the property to the City of San Diego for future public use. 

Construction Alert

The project will be under construction during the weekdays starting February to late Fall 2023. Nearby residents and guests may hear vehicle and equipment noise during the work. Crews will clear the existing site, including landscaping, in order to replace the soil, install lighting, and construct a pathway. No closures are expected, but motorists and pedestrians will see flaggers directing traffic while construction vehicles enter and exit the work site. The existing fence line will be removed and replaced with temporary barriers until a permanent fence is installed. The project scope and schedule are subject to change.
