Public Agency Consortium (PAC)

The PAC is a partnership of regional agencies focused on increasing the diversity of business participation on public agency contracts and procurement.

PAC promotes three regional networking events a year to assist with improving small business success.

Procurement and Resource Fair

This free networking event is a one stop shop for small businesses. Over 30 public agencies participate and provide information on which certifications they accept, how to register and do business directly with them.

Caltrans purchasers provide a needs list to commodity and supplier businesses.

Certification professionals are available to provide assistance and educational workshops to small business owners.

Construction Expo

The San Diego Unified School District Expo is an exhibit fair - style event for those interested in working on District Construction Contracts. Exhibitors include District staff and prime contractors/consultants, partner public agencies and select professional organizations related to construction.

Attendees are able to meet District staff from departments relevant to construction and contracts, learn how to do business with the District and find out about upcoming projects. Additionally, attendees can spend time with PAC member public agencies and find out about partner regional contracting opportunities within San Diego County.

Meet the Primes

The San Diego County Regional Airport Authority hosts “Meet the Primes” events, an opportunity for small and disadvantaged businesses to meet with representatives of the Airport Authority, multiple other public agencies, and construction and concessionaire primes to:

  • Learn how to do business with the Airport Authority, and learn about future projects and potential small business opportunities.
  • Speak with some of the largest general contractors and concessionaires.
  • Build relationships with other San Diego County public agencies and learn about regional contracting opportunities.
  • Seek resources provided by support service centers and/or organizations within Southern California.

"Meet the Primes" is one of a number of outreach events led by the Airport Authority's Small Business Department to ensure that local, small, historically underutilized, service-disabled veteran and emerging businesses have every opportunity to do business with the Airport Authority.
