Within Caltrans, the Division of Construction is a results-driven engineering organization that prides itself on timely project completion. As of November 2nd, 2020, Caltrans has 728 ongoing construction contracts statewide valued at $10.9 billion. Of those ongoing construction projects, 42 derived from District 11, valuing just over $1 billion.
Once DBE is certified, firms can be placed in a database on the Office of Civil Rights website, where prime contractors can search by district, location, license type, and categories of work.
For A&E task orders, firms can be certified for the type of work that they perform at https://dot.ca.gov/programs/civil-rights. Once firms have a certified DBE code, they can reach out to Prime Consultants to get on an A&E consultant team. Firms can also find the Look Ahead Report for future contracts by district, the value of the contract, and the type of work service required at the following website https://dot.ca.gov/programs/procurement-and-contracts/ae-contract-information. This site will also announce outreach events for each contract by the district.

Caltrans Small Business Council for the San Diego Region was established to promote the effective implementation of federal and state requirements and assist with participation in Caltrans contracts. The Small Business Council focuses specifically on Caltrans, District 11 contracts, including San Diego and Imperial counties. We continue to provide forums in which interested small businesses can offer suggestions from their unique perspective in an advisory capacity on Caltrans’s practices and procedures.
The Council is comprised of individuals from business trade associations, Caltrans, construction industry representatives, public agency partners, and other businesses on an as-needed basis.
