Minor B Program, Major Success
Caltrans District 11's Minor B Program has continually contributed to the Small Business Community by utilizing Certified Small Businesses on 100% of its projects. You may be wondering what a Minor B Project is? Minor B Projects are funded by the State Highway Operation and Protection Program (SHOPP) Minor Program with a maximum capital cost of $333,000 per contract. Minor B Staff develop Plans, Specifications, and Estimates for contracts delivered through the Division of Procurement and Contracts (DPAC), as well as, perform contract administration through the completion of a project.
Minor B Projects may also include emergency work within the Minor B Limit of $333K, also referred to as an emergency District Director's Order (DDO) or work higher than $333K, also known as Director's Orders (DO). There are three categories of emergency contracts: Emergency Force Account (EFA) – Emergency work needed at a moment's notice; Emergency Limited Bid (ELB) – Work that may include design and logistic planning; and Informal Bid (IFB) – Necessary maintenance work that is foreseen in the near future. Local and Small Business Council Meetings
What is it?
A Council for the San Diego/Imperial Region that was established to promote the effective implementation of federal and state requirements and assist with issues relating to participation in Caltrans projects.
Where are meetings held?
District 11 office - 4050 Taylor Street, San Diego 92110; meetings may be conducted virtually.
Who attends?
The Council will be comprised of individuals from business trade associations, Caltrans, construction industry representatives, public agency partners, and other businesses on an as-needed basis. Meetings are open to the public to attend.
Meetings are held every 4th Wednesday of every other month in 2020: August 26th ● October 28th.

COVID-19 Resources
IRS Postpones More Tax Deadlines
The IRS has postponed tax deadlines for individuals and businesses due to the COVID-19 outbreak.
The postponement generally applies to all taxpayers who have a filing or payment deadline between April 1st and July 15th, 2020.
Individuals, trusts, estates, corporations, and other non-corporate filers qualify.
If you need additional time to file after July 15th, you can request an extension until October 15th, 2020.
Individuals taxpayers use Form 4868.
Business taxpayers use Form 7004.
Taxpayers must pay taxes they owe by July 15th to avoid penalties and interest.
The IRS has additional information for taxpayers who owe taxes but can't pay.

Economic Injury Disaster Loan (EIDL) Emergency Advance
Although the Payment Protection Program (PPP) period came to a close on June 30th, 2020, the U.S. Small Business Association (SBA) offers other Corona Virus Relief Options, including the Economic Injury Disaster Loan (EIDL) Program. This loan advance will provide up to $10,000 of economic relief to businesses that are currently experiencing temporary difficulties. This program began accepting applications on June 15th and is expected to run through December 2020, giving Small Businesses that missed out on PPP funds an opportunity to apply.

EDD Work Sharing Program
Employers can apply for the Unemployment Insurance (UI) Work Sharing program as a temporary alternative to layoffs if the business's products or services have been reduced.

U.S. Small Business Association (SBA) Debt Relief
As part of the SBA's coronavirus debt relief efforts, the SBA will pay six months of principal, interest, and any associated fees that borrowers owe for all current 7(a), 504, and Microloans in regular servicing status, as well as new 7(a), 504, and Microloans, disbursed before September 27th, 2020. This relief is not available for Paycheck Protection Program loans or Economic Injury Disaster loans. Borrowers do not need to apply for this assistance, as this relief will automatically be provided as identified on their website. For more information, please visit:
