SR-98 Pavement Rehabilitation Project
Project Overview
This project proposes pavement preservation anchor asset capital preventive maintenance (CAPM) on State Route 98 (SR-98) in Imperial County, between Post Mile (PM) 30.8 and PM 39.7, approximately 22 lane-miles. The pavement strategy proposes to cold plane the asphalt concrete (AC) pavement and place back Rubberized Hot Mix Asphalt – Type G (RHMA-G) on the highway AC lanes and shoulders. At controlled intersections, the existing RHMA/HMA/AC depth will be replaced with Hot Mix Asphalt – Type A (HMA-A), 1.5 Large Stone Matrix. Also included in the scope of work are lighting rehabilitation, sign panel replacement, upgrades to curb ramps to Americans with Disabilities Act (ADA) standards, guardrails, flashing beacons, census stations and traffic signals, complete street improvements, and replacement of existing safety systems.
Goals
The Project has identified the following goals:
- Extend service life of pavement and improve ride quality
- Improve pavement quality at intersections
- Increase pedestrian accessibility with improved ADA ramps
- Increased safety with upgraded guardrail, flashing beacons, and signal upgrades
Project Status
- Preliminary Planning: Completed June 2023
- Environmental: Completed February 2026
- Design: Began February 2026 and estimated to be completed March 2028
- Construction: Estimated January 2029 to March 2030
Project Cost
The estimated total project cost of the project is $46.4 million.
Project Funding
This project is funded by the State Highway Operation and Protection Program (SHOPP).
