SR-52 Operational Improvements Project
Project Overview
The State Route 52 (SR-52) Operational improvements Project proposes to construct improvements on SR-52 to ease congestion in the AM and PM peak periods. The project limits are from the Mission Gorge Road Undercrossing at SR-52 to the I-15 connector and includes the SR-52/Mast Boulevard interchange.
The Project Team initiated the Project Approval/Environmental Document (PA&ED) phase in Fall 2025. The resulting environmental document will determine the recommended alternative.
Project Status
Environmental studies are anticipated to be completed in Fall, 2028.
Funding and Schedule
The estimated preliminary cost of the project is $100 million and is based on an alternative that includes improvements 1 and 2. An alternative, and associated cost estimate to include improvements 3, 4, and 5, is still being developed and will likely require phasing and additional funding. See the list of improvements below:
- Adding a westbound Managed Lane from Mast Boulevard to Santo Road.
- Relocate the bike path to the south side of SR-52.
- Reversible Managed Lane between Santo Rd and Mission Gorge Road
- Increase westbound SR-52 from two lanes to three lanes from SR-125 to Mast Boulevard.
- Increase eastbound SR-52 from two lanes to three lanes from Mast Boulevard to east of the San Diego River bridge.

Approximately $20 million has been committed to fully fund the PA&ED and Design phases of the Project. Funding sources include a combination of federal, state, local, and private developer funds. The Project will continue to seek construction funding as the preferred alternative is selected and the scope and estimate become more defined.
