It is my pleasure to announce Marlon Flournoy as the Deputy Director of Planning Modal. Marlon Flournoy began his career with California Department of Transportation (Caltrans) in 1999 and has accumulated more than 25 years of transportation planning experience at the state and local levels and more than 15 years of supervision, management, and executive experience.
Marlon has been the Chief of Caltrans’ Division of Transportation Planning since August 2019, where he oversees the statewide Transportation Planning Program. As Division Chief, Marlon leads a dynamic team of planners who are responsible for articulating a long-term vision for California's transportation system and implementing statewide transportation policy through partnerships with State, regional, and local agencies, and non-governmental organizations.
Prior to his division chief role, Marlon has served in various key roles within the State of California, including Deputy Secretary for Transportation Planning with the California State Transportation Agency, Caltrans District 3 Deputy District Director of Planning, Local Assistance and Sustainability, and Acting Caltrans Assistant Director of Sustainability. Marlon also worked as a transportation planner for the City of Fairfield between 2005 and 2008. Marlon is a University of California, Davis graduate with a Bachelor of Science in Environmental Policy Analysis and Planning with an emphasis in Transportation Planning. Marlon is also a Project Management Institute (PMI) certified Project Manager Professional (PMP).
In his spare time, Marlon enjoys traveling, camping, completing home improvement projects, playing tennis, and spending time with his wife, Laura, daughter, Morgan, and dog, Rosie.
