Andrew Carhart

Andrew Carhart is the Assistant Deputy Director of Legislative Affairs at Caltrans. In this role, Andrew oversees legislative relations and analysis for the department across all aspects of state transportation policy. He works with policymakers and advocates to negotiate legislative solutions that improve transportation safety, support the development of a multimodal transportation system, advance equity and climate action, and promote economic development throughout the state.

In his previous work with the department, Andrew was the Federal Legislation Manager in Caltrans' Office of the Federal Liaison, where he organized state advocacy for federal surface transportation reauthorization legislation. Prior to this role, Andrew was State Legislative Manager for Caltrans, where he helped shape notable legislation to integrate safety and active transportation plans into local government planning, develop a systematic program for wildlife crossings, facilitate the repatriation of tribal lands, and create innovative ways to use transportation property for affordable housing. Prior to working for Caltrans, Andrew worked for the Employment Development Department as a Group Manager over Adjudications, Integrity, and Legislation in the Unemployment Insurance Program and as a Legislative Manager in the Office of Legislative and Intergovernmental Affairs.

Andrew received a Master's Degree in Public Policy and Administration, a Certificate in Collaborative Governance, and a Bachelor of Arts Degree in English Literature from California State University, Sacramento. He was born and raised in Fair Oaks and now resides in Rancho Cordova. Andrew continues to enjoy reading and is a life-long learner alongside his dedication to public service.
