Local Agency FHWA Title VI Training
Caltrans Division of Local Assistance developed training for Local Public Agencies (LPAs) to implement the federally-mandated Title VI program. This training provides LPAs with requirements of the Federal Highway Administration (FHWA) Title VI program to ensure nondiscrimination principles and provisions are incorporated in all local agency administering federally-funded programs, plans and activities.
The Caltrans Division of Local Assistance developed training for Local Public Agencies (LPAs) to take reasonable steps to provide meaningful access to LEP individuals. Presidential Executive Order 13166 states that individuals with LEP should have meaningful access to federally-funded programs and activities. This training provides LPAs with the necessary information to ensure their programs and activities generally provided in English are accessible to LEP individuals and comply with the Title VI prohibition against national origin discrimination.

Caltrans Division of Local Assistance developed the Title VI Training for LPA Staff module to help LPAs train their employees as part of their Federal Highway Administration (FHWA) Title VI requirement. It is not required for LPAs to use this particular module to train their employees; however, the training used to train LPA staff must cover, at a minimum, what is Title VI, how the LPA implements its Title VI program to meet federal requirements, and what steps to take for handling Title VI complaints, as well as language interpretation (verbal)/translation (written) requests. LPA staff must receive Title VI training every two years. If LPAs wish to use this training module, Caltrans encourages LPAs to update the training curriculum (handout) template with the LPA’s information and remove unnecessary information.
Note: It is the responsibility of LPAs to track training completions, as Caltrans cannot verify completion.
