Getting started

How do I get started with electronic bidding?

You must first request a Bidder ID number from Caltrans, then you can get a Digital ID from Bidx to begin electronic bidding

What does it cost for electronic bidding?

There is a one time $100 fee per electronic bidder, $35 per month basic fee, and a $15 per month per agency electronic bidding fee. If the account is temporarily cancelled, a Digital ID will need to be reestablished for $100 each.

This is my first time bidding electronically how long does it take to be completely ready to bid electronically?

It can take 7 days to be completely ready to bid electronically with Caltrans, potentially longer if your company has not been awarded a construction contract by Caltrans. You will first need a Bidder ID number from Caltrans, then you will need to establish your Digital ID with Bidx. The Digital ID is your electronic signature. To complete the Digital ID process you will need to submit notarized paperwork to Bidx.

Can I submit a paper bid book instead of an electronic bid form?

No, for projects listed as electronic bidding projects, bids can only be submitted to Caltrans electronically through the Bid Express Internet Bidding Service (Bidx).

How can I tell if a project is an electronic bidding project?

On the project advertisement page, project will be labeled as "ELECTRONIC BIDDING PROJECT" and the Order Bid Book link will be labeled as Download Electronic Bid Book.

What is a .001, .002 file?

These are the Electronic Bidding Addenda files (EBS amendment) Download and save these files in the same location as the base EBS file to incorporate the Addenda into your bid

Send your request for Bidder ID to: MS 43, Office Engineer, Department of Transportation, 1727 30th Street, Sacramento CA 95816

What information is required to be on the Bidder ID request?

Your Bidder ID number request must be on company letterhead, and it must include the full legal name of your company, address, phone number, fax number and an email address to which Caltrans will send the Bidder ID number.

From where can I download the Expedite Bid software?

The Expedite Bid software can be downloaded from Bidx.com

Can multiple people be working on the electronic bid file at the same time?

No, only one person can be working on an individual electronic bid file at one time. The Expedite Bid software does have the ability to export the Bid Item List to multiple formats. This way one person could be working on the Bid Item List, while another is working on the electronic bid file. When the bid is ready to be submitted, the Bid Item List can be imported before submitting your bid. Multiple people can work on different electronic bid files at the same time.

Can I submit multiple projects at the same time, using one Digital ID?

Yes, multiple projects can be submitted concurrently using one Digital ID and password.

Can I cancel my Bidx account, and then reestablish my account at a later date?

You are able to cancel your Bidx account at any time. When you reestablish your account, you will also need to recreate each of your Digital ID's, at $100 each, before you can electronically bid on Caltrans projects.

How do I add my company to the Bidx planholders list?

Caltrans is not currently using the Bidx planholders list, please add yourself to the bidding planholders list on the Caltrans website by downloading an Electronic Bid Book.

Where can I find the bid results on the Bidx website?

Caltrans is not currently using the Bidx website to display bid results. Bid results can be found on the Caltrans Bid Summary website at here

How do I order a bid book for an electronic bidding project?

Select the project from the advertised projects list, click on the "e-bid" link, you will be directed to the Bidx website to download your electronic bid book.

How do I put myself on the Bidding Planholders list?

You will put yourself on the Bidding Planholders list by clicking on the "e-bid" link in the project advertisement

I downloaded my file, but where did the file save to?

When downloading EBS, or EBS Amendment files, if you are not given the option for where to download the file to, it will most likely be in your Documents/Downloads folder

Whom can I contact to answer bidding questions?

You may call the Caltrans Contract Awards unit at (916)227-6299 to ask bidding related questions. Contract specific questions must be asked through the Bidder Inquiry system.

Submitting your Bid

Can I submit a test bid?

You can submit a test bid, this bid does not have to be complete before you submit it. Any bid submitted after the first bid will override the previous bid. The only bid that Caltrans will see is the last bid submitted. You can also withdraw your bid before the specified bid opening date and time.

How do I know if my bid was submitted?

You will receive a Bid Submittal Receipt once you have submitted your bid.

How do I acknowlege Addenda?

Download the EBS Amendment files from the Caltrans Project Advertisement website. These files will be labeled as Contract#.001, 002, 003 etc. depending on the addenda number. Save the EBS Amendment file to same location as the EBS file (Contract#.ebs) When you open the EBS file, you will get a message showing the amendment changes, and the top of the Expedite Bid software will show the number of Amendments incorporated.

How can I find out the bid results?

You can watch the bid downloading and reading, you can listen to the bid opening by calling the Electronic Bidding teleconference line, or you can view the Bid Summary Reports. All of this information is available on the Caltrans Office Engineer Electronic Bidding website.The Electronic Bidding teleconference number is 888-396-1410 passcode 91726.
