CTC Invests $1.6 Billion to Continue Rebuilding California

The California Transportation Commission (CTC) this week allocated more than $1.6 billion in state and federal funding that will continue transforming and improving transportation infrastructure throughout the state. The allocation includes nearly $500 million in funding from the federal Infrastructure Investment and Jobs Act of 2021 (IIJA) and more than $89 million in funding from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

  • Approximately $36.4 million including more than $32M in federal IIJA funding and $378K in SB 1 funding toward pavement, guardrail and roadway improvements along Route 36 from west of Burr Valley Road to east of Redwood House Road near Fortuna in Humboldt County.
  • Approximately $14.9 million including more than $13M in federal IIJA funding and $165K in SB 1 funding toward roadway, guardrail, and lighting upgrades on Route 299 from U.S. 101 in Arcata to east of the Blue Lake Overcrossing in Humboldt County.
  • Approximately $18.2 million including more than $16M in federal IIJA funding and $282K in SB 1 funding toward roadway and guardrail improvements on Route 299 from east of Blue Lake Boulevard to Titlow Hill Road in Humboldt County.
  • Approximately $15.2 million including more than $13.4M in federal IIJA funding toward the construction of a retaining wall and roadway and drainage improvements on Route 253 near Boonville to east of Route 128 in Mendocino County.
  • Approximately $1.4 million in support of allocations toward guardrail and roadway upgrades on U.S. 101 south of Mill Creek Campground Road near Crescent City in Del Norte County. 
  • Approximately $1.2 million in SB1 funding in support of allocations toward roadway and guardrail improvements on U.S. 101 from south of the Klamath River Bridge to south of Humboldt/Enderts Beach Road in Del Norte County.
  • Approximately $6.5 million in support of emergency allocations toward roadway and drainage repairs as well as debris removal on Route 36 from Love Lee Lane in Carlotta to east of the Van Duzen River Bridge in Humboldt County. 
  • Approximately $1.1 million in support of emergency allocations toward roadway, culvert and embankment repairs, installation of a dewatering system and rock slope protection on Route 96 from west of the Klamath River Bridge to east of Route 169 near Weitchpec in Humboldt County. 
  • Approximately $3.2 million in support of emergency allocations toward roadway and culvert repairs on U.S. 101 near Cooks Valley in Humboldt County.
  • Approximately $2.3 million in support of emergency allocations toward debris removal, culvert repairs and rock slope protection on U.S. 101 from north of the Redcrest Undercrossing to north of the Pacific Lumber Company Undercrossing near Rio Dell in Humboldt County.
  • Approximately $2.6 million in support of emergency allocations toward debris removal and roadway and culvert repairs on Route 29 north of Spruce Grove Road to south of Hofacker Lane near Middletown in Lake County.
  • Approximately $1.9 million in support of emergency allocations toward culvert and roadway repairs near Boonville on Route 253 east of the Soda Creek Bridge and on Route 20 near Road 200A in Mendocino County.

District: 2 - Lassen, Modoc, Plumas, Shasta, Siskiyou, Tehama and Trinity counties

  • Grenada Pavement Project (Near Weed, from Edgewood Overhead to just north of Grenada Overcrossing in Siskiyou County): Rehabilitate pavement, replace signs, add lighting, upgrade guardrail and Transportation Management System (TMS) elements, and rehabilitate drainage systems. This project includes $25.5 million in IIJA funding.
  • Portuguese and Cade Creek Project (Near Happy Camp, from 0.9 mile west to 0.4 mile west of Gordons Ferry Rd at Cade Creek; also near Seiad Valley at Portuguese Creek in Siskiyou County): Replace deteriorated large-diameter culverts with natural-bottom structures, reduce fish passage barriers, and adjust new approaches. This project includes $13.5 million in IIJA funding.
  • Lake Street Reconstruction Project (In Mount Shasta, on Lake Street between Mount Shasta Boulevard and Rockfellow Drive in Siskiyou County): Reconstruct roadway.
  • B Street Roadway Reconstruction Project (In the City of Tehama in Tehama County): B Street construction and reconstruction.
  • West Street School Connectivity Project (Located within the Corning city limits, adjacent to West Street School along Marin, Hoag, South, and Solano Streets, and Houghton and McKinley Avenues in Tehama County): Funding for new sidewalks, curbs, gutters, crosswalks and bike lanes to close gaps in the existing sidewalks infrastructure adjacent to West Street Elementary School.
  • ATP Olive View School Connectivity Project (Located within the Corning city limits, adjacent to Olive View School along Pear Street, Almost Street, and Fig Street in Tehama County): Funding for new sidewalks, curbs, gutters and crosswalks to close gaps in the existing sidewalks infrastructure adjacent to Olive View Elementary School.

District: 3 - Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo and Yuba counties

  • In Yuba City: $153,000 in SB 1 funds to extend the Sutter Bicycle Path from Hooper Road to Harter Parkway on the north side of Jefferson Avenue and on Harter Parkway from Butte House Road to Spirit Way.
  • In Elk Grove: $980,000 in IIJA funds for the Kammerer Road extension, which includes modifying the Interstate 5-Hood Franklin Road interchange and constructing a railroad grade separation at the Union Pacific Railroad tracks.
  • Sierra County Local Transportation Commission: $21,000 for project planning, programming, and monitoring.
  • State Route 70 in Yuba County: $14.6 million, including $12.9 million in IIJA funds, to build a new pump plant at the SR-70 Marysville railroad undercrossing and reconstruct an existing pump plant at the SR-70 Binney Junction railroad undercrossing.

District: 4 - Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma counties

Alameda

  • $2.1 million allocated in Fremont, near Sunol, at Alameda Creek Bridge for Scour mitigation, bridge deck rehabilitation, and joint seal replacement.
  • $750,000 allocated in Oakland at Caldecott Tunnels. This project clear debris, repairs drainage, & stabilization.
  • $1.7 million allocated in Oakland, at Lake Park Avenue Overcrossing. This project will inject high density polyurethane, clean drainage system, install rock slope protection, and repair the pavement.
  • $1.2 million allocated in Oakland and San Leandro on Routes 77, 580, and 880, at four pump station locations. This work is necessary to restore the pumps to working level in the event of further.
  • $2.1 million allocated in Alameda, Santa Clara, San Francisco, and San Mateo counties on various routes at various locations. To ensure the safety of traveling public and continuity of the transportation infrastructure, this project will repair and replace knocked down signal poles, light poles, and signal cabinets.
  • $1.25 million allocated in Alameda, Contra Costa, Solano, and Sacramento counties on various routes at various locations. This project will remove hazard trees, replace fencing and signs, and place erosion control.
  • $14.85 million allocated in the city of Oakland. The Downtown Oakland Interlock Upgrade Contract will be implemented at MacArthur and Downtown Oakland BART stations and will affect service through the Transbay Corridor (segment) connecting Oakland and San Francisco and is in Alameda and San Francisco counties. The Downtown Oakland Interlock Upgrade Contract includes installation of new surface mounted train control raceways and associated cables to new Switch Power Supply Cabinets (SPSC) and associated interlock switches will be designed along the K Line from MacArthur Train Control Room to Interlocking K23, K25 and K35. This scope element is an integral part of the overall benefits from implementing the TCMP through the Transbay Corridor.

Contra Costa

  • $1.69 million allocated in Contra Costa, Marin, Solano, Sonoma, and Sacramento counties on various routes at various locations. To ensure the safety of traveling public and continuity of the transportation infrastructure, this project will repair and replace knocked down signal poles, light poles, and signal cabinets.
  • $3.55 million allocated in and near Hercules, Martinez, and Concord, at various locations from Route 80 to east of Bailey Road. Will upgrade guardrail to make it standard.

Marin

  • $2.13 million allocated in Petaluma near Point Reyes, north of Ellis Creek Bridge. This project will restore and stabilize the slope, replace damaged drainage system, and repair pavement.
  • $1.82 million allocated in Marin and Sonoma counties on Route 1 at various locations. This project will remove hazard trees.
  • $1.95 million allocated in Sausalito, north of Spencer Avenue, to restore roadway facilities and prevent further deterioration, this project will remove damaged trees, repair culvert, replace chain link fence, and stabilize slope.

Napa

  • $5.092 million allocated in the city of Napa, at Tulocay Creek Bridge. To Replace existing bridge with a single span precast concrete box girder bridge. As part of this allocation request, the Department is requesting to extend the completion of the R/W Sup phase an additional 12 months beyond the 72-month deadline.
  • $5.2 million allocated in Saint Helena, from Adams Street to Madrona Avenue. Temporary measures were put in place to address flooding, but the existing drainage systems require repairs to address anticipated near-term storms. This project will repair drainage systems at multiple locations within the project limits.
  • $1.27 million allocated near Calistoga on Route 29 at various locations. This project will clear debris, remove hazard trees, and replace signs.
  • $1.6 million allocated near Saint Helena, east of Lower Chiles Valley Road. This project will stabilize the slope by installing anchored sheet pile system, reconstruct pavement, and install guardrail.

San Francisco

  • $9.564 million allocated in San Francisco, on Folsom Street from 2nd Street to 11th Street. To construct a permanent two-way separated bikeway using a concrete island, added traffic and corridor wide bike signals, the removal of one to two eastbound vehicle travel lanes, protected corners at intersections, corner bulb- outs, raised crosswalks at alleyways, mid-block crosswalks and crosswalks at alleyways and minor streets, a transit only lane, transit boarding islands, and improved curb management.

San Mateo

  • $585,000.00 allocated near Pescadero, south of Pescadero Creek Road. This project will repair the pavement and replace guardrail.
  • $7.1 million allocated near San Mateo, west of Route 35. This project will repair the sinkhole, replace existing cross drainage pipe, reconstruct the pavement structural section, and stabilize slope.
  • $923,000.00 allocated near San Mateo, west of Route 35/Skyline Boulevard. This project will repair the slope, install rock slope protection, and repair drainage system.
  • $1.430 million allocated near San Carlos, south of Crystal Springs Bike Overcrossing. This project will replace the old and damaged pumps.

Santa Clara

  • $4.94 million allocated near San Jose, west of Quimby Road, to stabilize the slope, this project will construct a soldier steel pile wall and cast-in-drilled-hole (CIDH) pile system, install drainage system, place rock slope protection and erosion control, and repair pavement.
  • $3.8 million allocated in San Jose, south of Leland Avenue Overcrossing. This project will replace the damaged pump system.
  • $2.028 million allocated in San Jose, north of Capitol Expressway Undercrossing. This project will repair slope, pavement, and guardrail, and place erosion control at three locations within the postmile limits.
  • $4.4 million allocated in San Jose, at Hostetter Undercrossing and Capitol Avenue Undercrossing. This project will repair the uneven road surface by injecting high density polyurethane, replace damaged approach slabs, and repair pavement.
  • $5.187 million allocated in Santa Clara County, on Routes 9, 17, and 35 at various locations. This project will clear debris and remove hazard trees.

Solano

  • $2.393 million allocated in and near Vallejo, from west of Route 780 to Route 37 at various locations. To construct permanent Best Management Practices (BMPs) to achieve statewide National Pollutant Discharge Elimination System (NPDES) permit compliance units for trash.
  • $3.839 million allocated in Vallejo, from Route 80 to Napa County line. Rehabilitate pavement, upgrade facilities to Americans with Disabilities Act (ADA) standards, widen sidewalks, and construct 3. 6 miles of Class 2 and 4 bikeways, curb extensions, Light Emitting Diode (LED) light fixtures, and green bikeway markings as complete streets elements.
  • $1.245 million allocated near Vallejo, at Route 37/29 Junction. This project will remove the beaver dam, repair the access road, trace, and repair the leaking pipe.
  • $768,000 allocated near Rio Vista, at south of Oxford Road. This project will repair the earthen slope and damaged pavement and install rock slope protection.

Sonoma

  • $4,029 million allocated near Novato, east of Route 121. Improve traffic operations by modifying intersection and extending the lane merge in eastbound direction.
  • $753,000 allocated near Guerneville, west of Redwood Drive, to repair storm damaged slope by installing soil nail wall.
  • $2.239 million allocated near Jenner, north of Russian Gulch Bridge. This project will repair drainage system and pavement and stabilize the slope by constructing soldier pile retaining wall and injecting high density grout.
  • $7.2 million allocated near Fort Ross, north of Fort Ross Road. This project will install micro piles and inject grout throughout the area of failure.
  • $1.5 million allocated in Santa Rosa, at Dutton Avenue Undercrossing. This project will replace the drainage system and approach slabs.
  • $910,000 allocated near Cloverdale, from Mendocino County line to North Cloverdale Boulevard. This project will remove hazard trees and replace signs.
  • $3.473 million allocated near Calistoga, east of Chalk Hill Road at various locations. This project will place rock slope protection, install wire-mesh drapery to prevent rockfall, construct soldier pile wall, repair distressed embankments, restore drainage systems, and repair pavement.

District: 5 - Santa Barbara, San Luis Obispo, Monterey, San Benito and Santa Cruz counties

  • $2.3 million for highway planting on US 101 in and near Summerland in Santa Barbara County, from just north of Padaro Lane Overcrossing to just north of Sheffield Avenue.

District: 6 - Kings, Tulare, Fresno, Madera and Kern counties

  • Roadway Rehabilitation Project in Fresno County: This project will rehabilitate roadway, repair and replace culverts, construct pumping plants and remove or replace bridges on State Route 99 in the City of Fresno from El Dorado Street to Clinton Avenue. IIJA allocation: $23.1 million.
  • Roadway Rehabilitation Project in Kings County: This project will rehabilitate roadway, upgrade lighting and guardrail, replace signs, construct rumble strips, and install Transportation Management System (TMS) elements on State Route 41 near Kettleman City from Quail Avenue to Nevada Avenue. IIJA allocation: $21 million.
  • Roundabout Project in Tulare County: This project will install a roundabout in the City of Tulare on State Route 137 at Morrison Street. CTC allocation: $1.25 million.

District: 7 - Los Angeles and Ventura counties

  • State Route 47 - Vincent Thomas Bridge and Harbor Boulevard/Front Street Interchange Improvement Project. This project will modify the existing on- and off-ramps to improve the safety, access, and efficiency of the interchange. ($7.4 million SB 1, $6 million from IIJA). 
  • Interstate 10 (I-10) between Baldwin Avenue and I-605. This project will replace overhang joints with reinforced concrete to improve the structural integrity of bridges in the project area. ($9.5 million from SB1).
  • City of South Gate - Tweedy Boulevard Complete Streets Project. This project will install various bicyclist and pedestrian safety improvements between Dearborn Avenue and Dorothy Avenue, including high-visibility crosswalks, audible pedestrian push buttons, pedestrian signal countdowns and new ramps with accessibility improvements. ($4.6 million from IIJA).

  • On U.S. 395 just north of the town of Lee Vining, from .1 mile north of Visitor Center Road to 1.7 miles south of Cemetery Road, $1.1 million was allocated to an emergency project for avalanche work. This project included the removal of snow, rocks, trees, and debris from extensive avalanche flows and the repair of guardrail, rock fencing, slope stabilization, and damaged roadway features. 

District: 10 - Alpine, Amador, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus and Tuolumne counties

  • A project to install ramp meters, traffic monitoring systems, closed circuit television (CCTV), and synchronized intersection controls with ramp metering on State Route 4 (Crosstown Freeway) between Interstate 5 and State Route 99 in Stockton (San Joaquin County) received approximately $38 million, including $33.65 million in IIJA funds and $1.2 million in SB 1 funds.
  • In and near the city of Merced from north of the Madera County line to south of East Childs Avenue on State Route 99 in Merced, a project to construct median barriers to improve safety and reduce the number and severity of collisions received approximately $9.5 million, including $8.6 million in IIJA funds.
  • The State Route 132 West Freeway/Expressway Phase II project in Stanislaus County that will add two lanes to the existing two-lane facility from Needham Street on the east side of State Route 99 to Dakota Avenue, as well as construct freeway connector ramps and a partial interchange at Carpenter Road received approximately $5.5 million, including $2.3 million in IIJA funds.
  • A project in Stockton to remove loose material from the Stockton Channel Viaduct bridge deck on Interstate 5 and apply rapid-setting concrete and methacrylate to repair and protect the bridge and approach slabs received $4 million

District: 11 - San Diego and Imperial counties

  • $1.23 million to the San Diego Association of Governments for the Inland Rail Trail Phase 4 project to construct 2.2 miles of Class 1 bikeway in the city of Vista, closing a gap in the 14-mile Inland Rail Trail between the cities of Oceanside and Escondido.
  • $259,000 to the Imperial County Transportation Commission’s State Transportation Improvement Program for planning, programming, and monitoring.
  • $3 million to Caltrans on Interstate 5 (I-5) near San Clemente south of Basilone Road for lead contamination mitigation.
  • $1.9 million to the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency for the Camarillo Station in Ventura County to construct a pedestrian underpass and ADA improvements.
  • $8.1 million to the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency to provide a capitalized track access fee payment to increase service of rail corridor and incentivize Union Pacific Railroad for on-time performance in San Luis Obispo, Santa Barbara, Ventura, and Los Angeles Counties.
  • $1.7 million to the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency to design for the expansion and relocation of the existing layover track and facility at the northern end of the LOSSAN corridor in San Luis Obispo County.
  • $4.5 million in IIJA federal funding in and near the cities of Chula Vista and National City, from Route the State Route 54 (SR-54)/I-5 separation to the SR-54/SR-125 Junction to rehabilitate pavement by replacing concrete slabs and asphalt pavement, rehabilitate culverts, apply methacrylate to bridge decks, upgrade guardrail, and upgrade curb ramps to Americans with Disabilities Act (ADA) standards. Total project cost of $5.1 million.
  • $6.3 million in IIJA federal funding in the city of San Diego on State Route 52, west of the Convoy Street Overcrossing to Santo Road, to rehabilitate roadway, mitigate highway settlement, construct auxiliary lane, install Transportation Management System (TMS), lighting, and roadside safety improvement. Total project cost of $7.1 million.

  • $58.9 million in supplemental funding, which includes $53.9 million in federal IIJA funding, for a project on Interstate 405 (I-405) in and near Irvine and Costa Mesa, to improve highway worker safety, upgrade safety devices, and rehabilitate and upgrade the highway facility.  
  • $7.72 million, which includes $7.1 million in federal IIJA funding, for a project on I-5 in the cities of Dana Point and San Juan Capistrano to install lighting and upgrade the median barrier to improve safety and visibility.
  • $6.85 million, which includes $6.1 million in federal IIJA funding, for a project on State Route 1 (SR-1) in Dana Point to improve worker safety by installing maintenance vehicle pullouts, relocating roadside facilities away from traffic, and constructing stormwater best management practices.
  • $3.01 million for a project on SR-57 in Anaheim for bridge deck preservation.
  • $1.0 million for a project on I-405 in the cities of Costa Mesa, Fountain Valley, Huntington Beach, and Westminster to rehabilitate pavement and drainage systems; and add traffic census stations.
  • $562,000 for a project in Anaheim on the connector from eastbound SR-91 to southbound SR-241 to repair a segment of a mechanically stabilized earth wall panel and guardrail.
  • $313,000 for a project on I-5 in Anaheim to upgrade signal and lighting, reconfigure right-turn movement onto the northbound I-5 on-ramp, and upgrade facilities to Americans with Disabilities Act standards.
  • $226,000 to relinquish a segment of SR-39 to the City of Anaheim.

The IIJA, also known as the “Bipartisan Infrastructure Law,” is a once-in-a-generation investment in our nation's infrastructure to improve the sustainability and resiliency of our energy, water, broadband and transportation systems. Since November 2021, California has received $20 billion in federal infrastructure funding. That includes more than $15 billion in federal transportation funding to upgrade the state’s roads, bridges, rail, public transit, airports, electric vehicle charging network, ports and waterways. These transportation investments alone have already created nearly 48,000 jobs. 

The influx of federal funding is on top of California’s multiyear infrastructure investments in transit and intercity rail projects, safe walking and biking options, and upgrades to the state’s economy-powering supply chain, in addition to SB 1, which provides $5 billion in transportation funding annually that is shared equally between state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
