Caltrans Begins I-15 Pavement Replacement in North County

SAN DIEGO — Caltrans construction crews have begun replacing pavement on the inside shoulder, the outside lanes, and the outer shoulder for both northbound and southbound Interstate 15 (I-15) between State Route 78 (SR-78) and Deer Springs Road in North County.

“The project will provide a superior, long-lasting roadway to reduce maintenance and construction efforts,” said District Director Gustavo Dallarda. “The work now should reduce impacts to the traveling public and exposure for highway workers in the future.”

Construction is expected to be completed by early 2025. Crews will install concrete barriers to separate the work zone from live traffic on the open lane. In the coming months, segments of I-15 will be reduced to three lanes during construction for extended periods.

The pavement replacement includes new Continuously Reinforced Concrete Pavement (CRCP) for the far left lane and shoulder, replacement of individual CRCP slabs in the second to the left lane, and new asphalt segments for the inside shoulder in both directions.

Continuously Reinforced Concrete Pavement (CRCP) is constructed with steel reinforcing bars placed within the concrete along the entire length of the pavement. CRCP naturally forms tight transverse cracks to transfer loads evenly. The result is a continuous, smooth-riding surface capable of withstanding the heaviest traffic loads and the most adverse environmental conditions. The life span for CRCP pavement may be up to 70 years, far exceeding existing road surfaces.

At the conclusion of the work, motorists will see and feel an improvement in ride quality and benefit from the extension of the service life of the roadway.

The project cost of $71.7 million is funded through the State Highway Operation and Protection Program (SHOPP), with $57.4 million coming from the federal government and $14.3 million from the Road Maintenance and Rehabilitation Account created under voter-approved Senate Bill 1 (SB 1).

The construction schedule is subject to change due to weather conditions, traffic incidents, or other construction-related reasons.
