Office of Planning and Policy
Oversees long-range capital and operations planning and development of policies and procedures related to intercity passenger rail.
This includes preparation of the Passenger Element of biennial 10-year State Rail Plan and annual Business Plans for Pacific Surfliner and San Joaquin Routes. The Office conducts special studies such as new intercity rail corridor feasibility studies, studies of options for delivery of intercity rail service, updates of the rail right of way inventory, and evaluations of abandoned railroad lines, prepare reports on status of State supported intercity rail and feeder bus operating and capital programs, including ridership, revenues, costs, fare-box ratios, performance measures, and funding of individual capital projects. The Office develops financial and performance reports on state-supported intercity rail passenger service administered by Capitol Corridor Joint Powers Authority (CCJPA), including revenues, costs, and State support. Finally, the Office coordinates with California Transportation Commission (CTC) staff and other programs within the Department to present the Division of Rail capital and operating allocation requests to the Commission.
