Wetlands

Aquatic habitats such as wetlands, lakes, rivers, and other waters are regulated to varying degrees by the Army Corps of Engineers (USACE), the State and Regional Waterboards, the Coastal Commission, and the Department of Fish and Game (DFG). Caltrans" biologists work closely with these agencies to comply with a variety of Federal and State statutes, regulations, and policies. Most frequently, compliance is required with the section 404 of the Federal Clean Water Act (CWA), regulated by the USACE; section 401 of the CWA and the Porter-Cologne Water Quality Control Act, regulated by the State and Regional Water Quality Control Boards (SWRCB/RWQCB); and the State Fish and Game Code (Section 1602), regulated by the DFG. For more information on wetlands, other waters, and Caltrans biologists" role in working with them, see Volume 3, Chapter 3 of the Standard Environmental Reference (SER).
