This coverage will not exactly match the maps, acreage tables, and legal descriptions published in the August 6, 2003 Federal Register.  This is because changes were made in the critical habitat shortly before publication of the Federal Register, and there was insufficient time to incorporate those changes in the published document; the changes have been incorporated into this GIS layer.  Please refer to the August 6, 2003 Federal Register for a description of the changes which were made.  This office plans to publish an updated Federal Register next year.

The 15 vernal pool species listed in this coverage are:  Butte County meadowfoam (Limnanthes floccosa ssp. californica), Colusa grass (Neostapfia colusana), Conservancy fairy shrimp (Branchinecta conservatio), Contra Costa goldfields (Lasthenia conjugens), fleshy owl's-clover (Castilleja campestris ssp. succulenta) (this species was referred to as succulent owl's-clover in the vernal pool proposed critical habitat), Greene's tuctoria (Tuctoria greenei), hairy orcutt grass (Orcuttia pilosa), Hoover's spurge (Chamaesyce hooveri), longhorn fairy shrimp (Branchinecta longiantenna), Sacramento Orcutt grass (Orcuttia viscida), San Joaquin Valley Orcutt grass (Orcuttia inaequalis), slender Orcutt grass (Orcuttia tenuis), Solano grass (Tuctoria mucronata), vernal pool fairy shrimp (Branchinecta lynchi), and vernal pool tadpole shrimp (Lepidurus packardi).</supplinf>

				<procdesc>To create the vernal pool proposed critical habitat, we (U.S. Fish and Wildlife Service biologists) identified the critical habitat areas by using many spatial data layers derived from a variety of Federal, State, and local agencies, and from private organizations and individuals.  We identified the general vernal pool areas on which to focus our critical habitat designations based on discussions with local species experts and information in our files.  To identify where vernal pool species and habitats occur, we evaluated GIS data of vernal pool habitats by Holland (1998 and 2002), and species occurrences information from the 2001 California Natural Diversity Database (CNDDB 2001), University of California Riverside species database (UCR 2000), USFWS species occurrence database 2002, and unpublished species occurrence data in our files.  We superimposed the vernal pool habitats with the species occurrence data over satellite images (Systeme Probatoire, d'Observation de la Terre [SPOT imagery], CNES/SPOT Image Corporation 1993-2000), and over 1-meter digital ortho-rectified photography in southern California (Emerge Corporation 2001).  The use of SPOT imagery allowed us to identify landmarks such as roads, cities, rivers, and urban areas.  Because of limitations of the Holland data and SPOT imagery on accurately identifying the extent of the vernal pool areas, we were required to refine the area boundaries based on additional GIS data layers.  When necessary and available we used data which included soils information from the Soil Survey Geographic (SSURGO) databases (U.S. Department of Agriculture [USDA] 1998-2001), and the California State Soil Geographic (STATSGO) databases (USDA 1994).  We used geologic and landform information developed by the California Department of Mines and Geology (CDMG, 2000) and Liss (2001).  To identify the extent of flat or gently sloping topography where vernal pools are found we evaluated Digital Elevation Models from the U.S. Geologic Survey (2000).  We also used a number of local GIS data sets for specific areas, including information developed through the Riverside Multiple Species HCP, Riverside County Flood Control (2002), and the Vernal Pools of Southern California Final Recovery Plan (Service 1998), habitat mapping for Butte County (EPA 1994), Tehama County (2001), Shasta County (2001), Placer County (Glazner 2001), Solano County (2000), Yolo County (1995), Sacramento County (1999), and San Joaquin County (2000) in California, and by the Rogue Valley Council of Governments in Oregon (Evans 2000).  Other smaller scale mapping efforts were reviewed from Solano County Farmlands and Open Space (2000) and East Bay Regional Parks District (2001).  The specific layers used and the methodology employed for each unit is described within the unit descriptions which are published in the Federal Register.  We saved the critical habitat boundaries to shapefile, snapped the boundary lines to the vertices of an overlaid 100-meter grid to provide more usable legal description coordinates, and converted the shapefile to a coverage.

In determining the critical habitat areas for the final rule we refined the mapping of the areas known to have vernal pools and the vernal pool species occurrences.  We removed any areas which could be determined to not be habitat such as buildings, roads, canals, cultivated lands, housing developments and any other land areas not containing habitat or part of the watershed of the vernal pools.

In addition, military lands at Travis AFB, Beale AFB, Camp Roberts Army Base, and Fort Hunter Liggett Army Base were removed.  We excluded the U.S. Fish and Wildlife Service owned lands within the boundaries of the Pixley, Sacramento, San Francisco Bay, San Joaquin River, and San Luis National Wildlife Refuges and National Wildlife Refuge Complexes and the Coleman National Fish Hatchery.  We also excluded California Department of Fish and Game owned lands within the Battle Creek, Big Sandy, Grizzly Island, Hill Slough, North Grasslands, and Oroville Wildlife Areas and State-owned lands within Allensworth, Boggs Lake, Butte Creek Canyon, Calhoun Cut, Carrizo Plains, Dales Lake, Fagan Marsh, Phoenix Field, San Joaquin River, Stone Corral, and Thomes Creek Ecological Reserves.

We also excluded four areas with Habitat Conservation Plans (HCPs), draft HCPs, Tribal lands, and on ecological preserve.  These areas include the Assessment District 161 Subregional HCP (AD161 HCP) and the Draft Western Riverside HCP in Riverside County, the San Joaquin Multi-Species Conservation Plan in San Joaquin County, Mechoopda Tribal lands in Butte County, and the Santa Rosa Plateau Ecological Reserve in Riverside County.

Based on economic reasons, five counties were removed from the designation.  Those counties are Butte, Madera, Merced, Sacramento, and Solano counties.</procdesc>
