ENCROACHMENT PERMITS

What we do:

The use of California State highways for other than normal transportation purposes may require written authorization from the Department of Transportation. As the responsible Department for protecting the public's investment in the State highway system, Caltrans reviews all requests from utility companies, developers, volunteers, nonprofit organizations, etc., desiring to conduct various activities within the right of way. Such activities could include for example: construction of highway improvements, driveway installation and maintenance, highway landscaping and graffiti removal, commercial filming, special events such as parades commemorating an event, e.g. Independence Day.

Requests for the right of way ingress are prepared on a Standard Encroachment Permit Application and must be submitted to the district having geographical jurisdiction of the proposed encroachment site [Acrobat PDF]. Applications are also available from each of the 12 Districts.

 

 

WIRING CALIFORNIA: BROADBAND IN CALTRANS RIGHTS-OF-WAY

Executive Order S-23-06 found that “…State action is needed to continue investment in, stimulate adoption of, and remove further barriers to the development of world-class broadband networks...” The Executive Order directed the Business, Transportation, and Housing (BTH) Agency to lead a statewide effort to streamline permitting within State rights of way (ROW) and state agencies to coordinate their implementation efforts. 

Consistent with the Executive Order S-23-06 and recommendations from the Broadband Task Force Report, this forum brings together the Department of Transportation (Caltrans) and the California Public Utilities Commission (CPUC), local communities, and broadband providers to discuss how to promote further deployment of broadband within ROW. 

The forum addressed the folowing:

  1. Current procedures for deploying fiber and conduit along state highways
  2. Roles of Caltrans and the CPUC in permitting or facilitating deployment of conduit and fiber along state highways
  3. Whether improvements to current processes and procedures are necessary and, if so, proposals for such improvements.
