CTP Themes - Final Draft
The following Vision, Goals and Strategies were developed for consideration in the development of the California Transportation Plan (CTP). They are designed to stimulate a discussion of California's future transportation needs and potential implementing strategies. The Themes will be shaped and influenced by the Public Participation Program and will provide a foundation for the CTP.
The Vision:
The transportation system is safe, effective, reliable, interconnected and equitable. It provides viable and safe transportation choices for all Californians.
Advanced transportation technologies are used to optimize system capacity and operations, respond promptly to incidents, and provide traveler information on all modes, including incidents, special events, scheduled construction or maintenance and route alternatives.
Communities are designed to facilitate walking, biking and transit use to access work, school, shops and services.
Communities use information technology, e-government, e-commerce, online educational and tele-work opportunities resulting in fewer vehicle trips.
Goods and services move safely and efficiently throughout the state and across transportation modes.
The Goals:
Increase public safety and preserve the transportation system.
Improve mobility.
Maintain California's economic prosperity.
Maximize efficient fuel and energy usage.
Provide viable transportation choices.
Provide an affordable, accessible transportation system that serves all Californians.
Enhance the environment and reflect community values.
The Strategies:
Educate local, regional and state planners, decision-makers, and users on transportation, environmental and land-use linkages.
Collaborate with other agencies to develop statewide policies and incentives to encourage livable community development patterns and sustainable use of resources.
Provide incentives to promote integrated land use, housing and transportation through regional and inter-regional collaboration and decision-making.
Use advanced technologies to improve safety, enhance the life and capacity of the transportation system and maximize system operation.
Re-examine design standards for roads that serve as main streets and for integrating safe pedestrian and bicycle facilities within the transportation system.
Work with Congress and the Legislature for increased flexibility in transportation funding.
Encourage public/private partnerships to maximize system capacity and operation, such as deploying intelligent transportation monitoring, management, safety and information systems.
Provide a mechanism to fully fund the maintenance and operation of the existing system.
Integrate land-use and transportation decision-making, including methods to assess the cumulative environmental, infrastructure and fiscal impacts of land-use decisions.
Employ innovative approaches to transportation challenges.
