Historic CTP Documents
The following is a report on the California Transportation Plan 2025 draft public review and comment phase. The draft CTP was released for public review and comment in November 2002 and comments were accepted until mid-March 2003. The outreach effort included distributing over 25,000 copies of the Connecting Californians brochure and questionnaire in four languages, Braille, and audiotape format. Caltrans sponsored seven regional and four local public workshops and presented the CTP at over 100 meetings. The Public Participation Report describes in detail the outreach efforts, comments received, and participants demographic data.

The following documents were developed and distributed during the public review and comment phase. They include a complete Draft California Transportation Plan and Appendix in English, Spanish, Vietnamese and Chinese, a brochure summarizing the plan’s main points (also in alternative languages), a Fact Sheet and a list of Frequently Asked Questions.
