California Transportation Plan (CTP) 2025
What is the California Transportation Plan (CTP)?
The California Transportation Plan (CTP) is a statewide, long-range transportation policy plan that provides for the movement of people, goods, services, and information. The CTP offers a blueprint to guide future transportation decisions and investments that will ensure California's ability to compete globally, provide safe and effective mobility for all persons, better link transportation and land use decisions, improve air quality, and reduce petroleum energy consumption.
The Vision
The CTP, which is the product of extensive public outreach and consultation with transportation partners and stakeholders, presents a vision for California's future transportation system, and defines goals, policies, and strategies to reach the vision. The CTP vision is one of a fully integrated, multimodal, sustainable transportation system that supports the three outcomes (3Es) that define quality of life – prosperous economy, quality environment, and social equity.
California has a safe, sustainable, world-class transportation system that provides for the mobility and accessibility of people, goods, services, and information through an integrated, multimodal network that is developed through collaboration and achieves a prosperous economy, a quality environment, and social equity.
The CTP policy framework informed the development of and provided the vision for the Governor Schwarzenegger's GoCalifornia initiative – a mobility action plan designed to decrease congestion, improve travel times, and increase safety. GoCalifornia, which has now been incorporated as the transportation element of the Governor's Strategic Growth Plan, will reduce congestion below today's levels while accommodating future transportation demands from growth in the population and the economy.
By providing a common policy and strategic framework for decision-makers at all levels of government and the private sector, the CTP and GoCalifornia (through the Strategic Growth Plan) seek to guide transportation decisions and investments that will create a world-class transportation system that enhances our economy, supports our communities, safeguards our environment, and keeps California moving to 2025 and beyond.
